If you wish to carry out test drives or transfer journeys within Germany with an unregistered vehicle, you will need a temporary license plate. It begins with the number "04".
The registration authorities issue short-term license plates in accordance with §42 of the Vehicle Registration Ordinance (FZV).
The short-term license plate entitles the holder to the following journeys:
- Test drives:
Trips to establish and prove the vehicle's serviceability (§ 2 No. 23 FZV). - Transfer journeys:
Journeys to transfer the vehicle to another location (§ 2 No. 25 FZV).

- Identity card or passport
- for representation with written power of attorney
additionally: identity card or passport of the authorized person
- for company registration
additionally:
- Current and valid business registration and, if available, current and valid extract from the commercial register (also as a copy)
- Power of attorney if the authorized person does not personally submit the application on site
- Electronic insurance confirmation (eVB)
- Test report on a valid general inspection
Original, not a copy
- Registration certificate part I (formerly: vehicle registration certificate, current certificate of conformity or CoC paper)
Presentation in the original or a copy
- Purchase contract and/or authorized recipient, if applicable
- The applicant's main residence or place of business is in Saarland or the vehicle for which the temporary license plate is to be applied for is located in Saarland
- The vehicle must be immobilized and have a valid main inspection
Driving with a short-term license plate without a valid main inspection is only possible in the following cases:
- To carry out a main inspection or obtain an operating permit to the nearest inspection or assessment center in the registration district or neighboring district and back.
- To the nearest workshop in the registration district or in a neighboring district and back for the immediate repair of significant or minor defects found. This does not apply to vehicles that were classified as unsafe to drive during the inspection.
- Applicants who are not resident in the Saarland must submit a written purchase contract stating that the vehicle was purchased in the Saarland.
- Applicants who are not resident in Germany must provide proof of an authorized recipient registered in Saarland who must present a valid identity card/passport in person (=authorized recipient).
The application must be submitted to the local registration authority. A representative (e.g. car dealer) can also be commissioned with a written power of attorney.
These license plates have a maximum validity period of six calendar days. They are valid from the day of issue and cannot be applied for in advance.

There is no legal entitlement for a foreign state to recognize the license plate.
