You can apply for a short-term license plate for a roadworthy but unregistered vehicle.

With a temporary license plate, you can test drive a vehicle or transport it to another location. Other purposes are not permitted and may result in penalties.

The following documents must be available for the application:

• a valid identity card or passport with current confirmation of registration
• the electronic insurance confirmation for short-term license plates as an eVB code (available from the car insurance company)
• the registration certificate part I (vehicle registration document) or registration certificate part II (vehicle registration certificate) or, in the case of new vehicles, the CoC paper (Certificate of Conformity) or, if applicable, the foreign registration certificate with proof of deregistration abroad and the CoC paper
  (Registration certificate Part I or Part II can also be submitted as a copy)
• If the person keeping the vehicle is not registered in Germany: the name of a person registered in Hamburg who is authorized to receive the vehicle and who must personally present a valid identity card or passport with a current confirmation of registration
• a valid test certificate of the main inspection (HU) (copy sufficient) and, if necessary, proof of the safety inspection carried out for vehicles over 7.5 tonnes permissible total weight, otherwise the short-term license plate will be restricted to the direct route to the nearest testing organization
• If the applicant does not have a primary residence in Hamburg, the location of the vehicle in Hamburg must be proven (e.g. purchase contract from a Hamburg dealer)

In addition, if an authorized representative submits the application:

• the power of attorney in the original with the legible color copy of the ID card of the authorized agent
• the representative’s ID card in original

Companies or associations must also submit the following documents:

• a company/association certificate with a current Hamburg address (e.g. an extract from the commercial register or an extract from the association register)

If an authorized representative submits the application:

• the power of attorney in the original with the legible color copy of the authorized person’s ID card
• the representative’s ID card in original

• Main residence in Hamburg or the vehicle was last registered in Hamburg
• the vehicle is not registered (with seasonal license plates only possible outside the season)
• the applicant who is not resident in Germany must provide proof of a person registered in Hamburg who is authorized to receive the visa and who must personally present a valid identity card or passport with a current registration certificate
• the applicant, who does not have his or her main residence in Hamburg, can present a purchase contract that the vehicle was purchased in Hamburg

Vehicle requirements:

• EC type-approval or EC individual approval or type-approval
• General inspection report for used vehicles
• Motor vehicle liability insurance

The application fee is EUR 10.50. The basis for the fee level is the fee schedule for measures in road traffic (GebOSt).

• Book an appointment online.
  • On our website, select the category "Vehicle Registration"
  • Then book "Application for short-term license plate"
  • You will receive an email. Confirm your reservation using the link in the email.
• Bring all necessary documents and the appointment confirmation with you to your appointment at the LBV.
• Scan the QR code on your appointment confirmation using the scanner on site.
• Take a seat in the waiting area. You will be called by your call number.
• Your request is being processed.

From the date of issue, the temporary license plate may be used on public roads for a maximum of five calendar days. The expiration date is visible on the right-hand side of the temporary license plate. After this date, the temporary license plate automatically loses its validity. Postponing it to a future date is not possible, as this would exceed the five-day expiration date.

• If the vehicle does not have a valid proof of the general inspection (HU) or a valid operating license, the temporary license plate will only be issued for the direct journey to the nearest inspection organization within Hamburg.
• Short-term license plates cannot be pre-dated.
• Short-term license plates are only valid within Germany.
• Travel to the EU must be requested from the respective embassy.
• The issue of a short-term license plate is also possible for vehicles with seasonal license plates (outside the season period)

Appeal against rejection

• Short-term license plates are for vehicles that are used for test or transfer journeys
• Other travel purposes are not permitted
• Validity period: maximum 5 days
