If you want to take a non-registered vehicle on a test drive or transfer within Germany, you will need a temporary license plate. It begins with the number "04".
There is no legal entitlement for a foreign state to recognize the license plate.
The registration authorities issue short-term license plates in accordance with §42 of the Vehicle Registration Ordinance (FZV).
The short-term license plate entitles the holder to make the following journeys:
- Test drives:
Trips to determine and prove the vehicle's serviceability (§ 2 No. 23 FZV). - Transfer journeys:
Journeys to transfer the vehicle to another location (§ 2 No. 25 FZV).

- The main residence or place of business of the applicant is in Bremerhaven or the location of the vehicle for which the short-term license plate is to be applied for is in Bremerhaven
- The vehicle must be immobilized and have a valid main inspection
Driving with a short-term license plate without a valid main inspection is only possible in the following cases:
- To carry out a main inspection or obtain an operating permit to the nearest inspection or assessment center in the registration district or adjacent district and back.
- To the nearest workshop in the registration district or in a neighboring district and back for the immediate repair of significant or minor defects found. This does not apply to vehicles that were classified as unsafe to drive during the inspection.
- Applicants who are not resident in Bremerhaven must submit a written purchase contract stating that the vehicle was purchased in Bremerhaven.
- Applicants who are not resident in Germany must provide proof of an authorized recipient registered in Bremerhaven who must present a valid identity card/passport in person (=authorized recipient).
The application must be submitted to the local registration authority. A representative (e.g. car dealer) can also be commissioned with a written power of attorney.
It can be issued without an appointment during the opening hours of the citizens' offices.
