Entrepreneurs who wish to issue plant passports for plants and their products require authorization from the competent authority.
The plant passport is an official label for the movement of plants and plant products to EU member states.
It certifies that the plants and plant products meet the requirements of the regulations on intra-Community movement and movement into protected areas. The plant passport thus certifies that the goods are free from quarantine pests and other regulated non-quarantine pests, RNQP (Regulated Non Quarantine Pests) for short.
By issuing plant passports, the company also assumes obligations to monitor its stocks for infestation with harmful organisms. There is also an obligation to document inspections and trade flows.
Declaration by the entrepreneur that the relevant authorization requirements have been met.
- They have the necessary knowledge to recognize the regulated pests relevant to the company and the symptoms they cause.
- They have an action plan in place to take the necessary measures in the event of the suspicion or occurrence of regulated pests in the company.
- You have a prevention plan in place to minimize the risk of introducing regulated pests into the company.
- You have a system and procedures in place to meet traceability obligations for goods subject to plant passport requirements.
Depends on the respective administrative fee regulations of the state or on the fee statutes of the authorities responsible under state law.
- As a business operator, you submit the application for authorization to issue plant passports for plants and their products to the competent authority.
- The competent authority will check the application documents and carry out any necessary checks.
- If the examination is positive, the authorization will be issued.
Authorized operators have the following obligations, among others:
- Before a plant passport is issued, plants, plant products and other objects shall be inspected by trained personnel for the possible presence of pests regulated by EU emergency measures and non-quarantine pests regulated by the Union (see also Art. 87, 90 of Regulation (EU) 2016/2031). The performance and results of these inspections must be documented. The documentation must be kept for at least 3 years.
- Plants and plant parts and other objects subject to plant passport requirements must be provided with a valid plant passport. The plant passport is a label and must comply in form and content with the requirements of Art. 83 of Regulation (EU) 2016/2031 and Implementing Regulation (EU) 2017/2313.
- Authorized operators are obliged to identify and monitor critical points in the production and operational process so that there is no risk of regulated pests spreading. This must be documented and kept for at least three years.
