If you want to transport live vertebrates by road in a vehicle, you need a certificate of competence if
- the transportation is connected with a commercial activity and
- the distance is longer than 65 kilometers.
Farmers who wish to transport their own animals over a distance of more than 65 kilometers require a corresponding certificate of competence.
- Proof of expertise or proof of a degree or professional qualification after 05.01.2007
- Certificate of competence or proof of a degree or professional qualification before 06.01.2007 and additional proof of the supplementary course
- Proof of theoretical and practical examination by an approved institute in accordance with Annex IV of Regulation (EC) No. 1/2005
- Extract from the central trade register
- Copy of the certificate of good conduct

The veterinary office generally issues the certificate of competence in the following cases:
- You have a degree from a university or university of applied sciences in the field of agriculture or veterinary medicine obtained after January 5, 2007.
- You have passed a final examination in the professions of butcher (including slaughtering of animals), farmer, horse farmer, animal keeper, animal keeper or other recognized professional qualifications or certificates that require the necessary specialist knowledge after 5 January 2007.
- You have a degree from a university or university of applied sciences in the field of agriculture or veterinary medicine obtained before 6 January 2007 or have passed a final examination before 6 January 2007 in the professions of butcher (including animal slaughtering), farmer, horse farmer, animal keeper, animal keeper or other recognized professional qualifications and have also completed a supplementary course.
- You have the required proof of a complete training course (15 to 20 hours of instruction) at a recognized training institution.
- You have the required proof of having passed the certificate of competence examination after January 5, 2007 and before February 19, 2009 in accordance with Section 13 (3) of the Animal Welfare Transport Ordinance in the version published on June 11, 1999 (BGBI. I p. 1337).
