If you want to trade in animals, you need a permit from the competent authority in accordance with the Animal Welfare Act. This will only be granted if suitable premises are available for the species-appropriate keeping and care of the animals. In addition, the staff looking after the animals must be appropriately qualified.

The commercial breeding of vertebrates, for example dogs and cats or reptiles, also requires such a permit. The expertise is checked on the basis of the qualifications demonstrated, for example via:

• Suitable professional training
• Certificates of competence from recognized institutions
• several years of professional or part-time work with the animal species applied for

and, if necessary, through an expert discussion

• Identity document

• Certificate of good conduct

• Proof of expertise, certificates
• Sketch or construction drawings, plan documents of the premises or facilities

In order to obtain a permit, you generally have to provide proof of your expertise in handling the respective animals and your reliability. The permit and the conditions are tailored to the individual case. You must prove that you are personally reliable. The authority assumes that you are reliable if you are known to the authority and there are no reasons to doubt your reliability with regard to animal welfare. As a rule, the authorities will request a certificate of good conduct to verify your reliability.
