You may only treat seed with certain crop protection products if your seed treatment site produces seed that releases as little dust as possible. If you operate a seed dressing site, you are obliged to have your process technology, procedures and documentation checked.
The Julius Kühn Institute (JKI) publishes a list of professional seed treatment facilities (dressing centers) on its website. Their quality assurance measures for dust reduction are tested.
The Federal Office of Consumer Protection and Food Safety (BVL) can issue a risk mitigation measure, a so-called application provision, which refers to the technical application of the respective seed dressing agent, for example NT699-x. Your seed dressing site must be included in the JKI list. Otherwise you may not use certain plant protection products approved by the Federal Office of Consumer Protection and Food Safety (BVL).
Employees of the JKI will inspect your seed treatment facility in an on-site appointment. The inspection is based on checklists for the respective crops.
The entry in the list is valid for 3 years. After 9 to 15 months and 21 to 27 months after entry in the list, there will be an interim inspection of your seed treatment facility. The registration can be extended by 3 years upon informal application. The prerequisite for this is a successful re-examination in the period of 6 months before the registration expires.
The aim of the inspection is to protect the environment and nature. If as little dust with pesticide abrasion as possible is released during the dressing, storage, transportation and sowing of seed, this protects nature.
As a rule, you submit these documents:
- Individual process description for each seed treatment facility with process within the facility. Please also name the persons responsible for sub-processes and submit a flow chart.
- If you clean the seed independently: Describe the process of previous seed treatment.
If you are already certified by JKI-recognized quality assurance systems for dust reduction:

The costs depend on the time required - for the inspection of the documents and, if applicable, the on-site inspection. The JKI will inform you of the estimated costs before the examination of your seed treatment facility begins.
Cost framework for the general processing of the application and inclusion in the list of seed treatment facilities with quality assurance systems for dust reduction: 59.00 EUR - 620.00 EUR.
Cost framework for the inspection of the seed treatment facility: EUR 1,000.00 - 5,000.00.
You can submit the application for inclusion in the list of "Seed treatment facilities with quality assurance systems for dust reduction" by e-mail or by post. You can submit the application for one or more crops together. You can choose from vegetables, cereals, rapeseed, maize and beet.

- JKI staff will inspect your seed treatment site during an active seed treatment phase. If you have submitted the application for several crop types, the test will be carried out on the basis of one seed treatment for one crop type.
- After a positive test, the JKI will send you a notification of successful testing. The JKI will also publish the name and location of your seed treatment site with the respective crop species on its website.

- Anyone wishing to treat seed for crops (e.g. for maize or oilseed rape) with certain plant protection products must be entered in a list of the Julius Kühn Institute (Federal Research Institute for Cultivated Plants, JKI).
