If you bring goods into or out of the customs territory of the European Union, you must submit an entry or exit summary declaration under certain conditions. You can do this, among other things, via the Internet declaration.
You must lodge the entry or exit summary declaration at the first customs office of entry or exit when you bring goods into or out of the customs territory of the Union.
As the carrier, you are always responsible for the declaration, but in certain cases you can instruct other persons to make the declaration.
You must lodge the exit summary declaration if you have not lodged a customs declaration or a re-export declaration as a pre-departure declaration. In particular for
- Re-exportation of non-Union goods from a free zone or temporary storage that have been in the free zone or temporary storage for more than 14 days,
- re-export of non-Union goods from a free zone or temporary storage where the destination or consignee has changed in relation to the entry summary declaration,
- re-exportation of non-Union goods from temporary storage following an external transit operation (transit declaration without security data),
- Transport between 2 places within the European Union by air or sea, if the goods are transhipped in a third country.
As a rule, you must always submit an entry declaration when you bring goods into the customs territory of the Union. An entry summary declaration does not have to be lodged in passenger traffic if you can declare the goods orally or, for example, by passing through the green exit.
Entry or exit summary declarations are usually lodged via ATLAS-EAS (Automated Tariff and Local Customs Clearance System). However, these can also be submitted via the Internet declaration.
As a rule, no documents are to be submitted. However, the entry summary declaration shall regularly refer to the transport document.
You must lodge an entry or exit summary declaration when you bring goods into or out of the customs territory of the Union, unless an exception applies.
To carry out your registration online, proceed as follows:
- Open the Internet entry and exit summary declaration in your Internet browser.
- Select "ESumA" for the entry summary declaration or "ASumA" for the exit summary declaration.
- Fill in the form for the letterhead. You can then enter one or more items.
- All fields with a coloured background or outlined are mandatory fields. You must fill them in. Please note that some fields may only become mandatory fields in the course of filling them in and are therefore not immediately recognisable as such. Also, some fields must be filled out either in the header form or in all position forms.
- Once you have completed everything, click on "Submit Application". Any errors will be shown to you and will need to be corrected.
- After you have received the order number as confirmation of the successful transmission of the data of your application, print out your application in duplicate.
- With the declaration and the order number you identify yourself at the first customs office of entry or exit. The customs office can accept your declaration within 30 days. You can find the customs office responsible in the office search on the Customs Administration website.
Special features for air and sea transport:
- Special feature for exit summary declaration: For exports by air or sea, you must lodge the exit summary declaration at the customs office of exit in whose district you load the goods onto the cross-border means of transport.
- Specificity for the entry summary declaration: If an aircraft is to fly to more than one airport in the customs territory of the Union or if a ship is to call at more than one port in the customs territory of the Union without a stop at an airport or port outside the customs territory of the Union, you have to lodge the entry summary declaration for all goods carried at the customs office at the first (air) port in the customs territory of the Union. However, if a stop is made at an airport or port outside the customs territory of the Union, you shall lodge another entry summary declaration at the customs office at the subsequent (air) port for the goods arriving there.
After filling out the internet registration form, you will automatically receive a printable registration form online.
Entry summary declaration:
- Containerised cargo by sea: at the latest 24 hours before loading at the port of departure.
- Bulk and general cargo by sea: at the latest 4 hours before arrival at the first port in the customs territory of the Union
- short sea shipping: at least 2 hours before arrival at the first port in the customs territory of the Union
- short-haul flights (flights of less than 4 hours' duration): no later than the actual time of departure of the aircraft
- Long-haul flights (flights of 4 hours or more): no later than 4 hours before arrival at the first airport in the customs territory of the Union.
- rail transport (journey from the last train formation station located in a third country to the first customs office of entry takes less than 2 hours): at the latest 1 hour before arrival at the customs office of entry in the customs territory of the Union
- rail transport (other than those referred to above): not later than 2 hours before arrival at the customs office of entry into the customs territory of the Union
- inland waterway transport: at least 2 hours before arrival at the customs office of entry into the customs territory of the Union
- road transport: at least 1 hour before arrival at the customs office of entry into the customs territory of the Union
- Combined transport: the time limit of the active means of transport crossing the border applies.
Exit summary declaration:
- Containerised cargo by sea: at the latest 24 hours before loading at the port of departure.
- Short sea shipping (journey time of less than 24 hours): at the latest 2 hours before leaving a port in the customs territory of the Union
- maritime transport without containerised cargo: at least 2 hours before leaving a port in the customs territory of the Union
- air transport: at least 30 minutes before departure from an airport in the customs territory of the Union
- road and inland waterway transport: at the latest 1 hour before the goods leave the customs territory of the Union
- rail transport (train journey takes less than 2 hours from the last train formation station to the customs office of exit): at the latest 1 hour before the goods arrive at the place for which the customs office of exit is responsible
- rail transport (cases other than those mentioned above): at the latest 2 hours before the goods leave the customs territory of the Union
- Appeal (for example in the case of notification of a loading ban)
