If you are involved in a project to expand public utility networks, you can request to see the Infrastructure Atlas (ISA) to obtain information on network infrastructures in an area to prepare for joint use.
The Infrastructure Atlas (ISA) as part of the Gigabit Basic Guide is a central information and planning tool for broadband expansion in Germany. It provides an overview for initial planning stages of broadband expansion projects and is used to prepare specific shared-use claims in the advanced planning process.
The ISA contains the infrastructure data of several 1,000 network operators and makes it available to authorized companies, as well as to the federal, state, district and local governments as part of the broadband expansion process. The geodata, for example the course of fiber optic lines, are mapped on digital maps in the ISA.
You can view the infrastructure atlas if you are
- are involved in a specific project to expand public utility networks, or
- Need to view it for general planning and funding purposes.
You must also belong to one of the following groups:
- Owners or operators of public utility networks and their contractors in connection with specific public utility network expansion projects. This may include, for example, telecommunications providers, but also energy and water suppliers.
- Regional authorities (federal government, states, districts, municipalities) and their contractors within the scope of general planning and funding purposes
- the Federal Ministry of Digates and Transport (BMDV)
- other parties involved in the expansion of public utility networks
Access is only possible upon request. It is limited in time and restricted to the area required for planning.

- the expansion project creates facilities that can be used for telecommunications purposes.
- or: You belong to a local authority and
- require access to the ISA for general planning and funding purposes or to fulfill tasks under the TKG.
To view the Infrastructure Atlas (ISA), you must submit a request using an online form. Proceed as follows:
- Go to the portal page of the Infratruktuatlas and register if you do not yet have user access to the portal.
- Fill out the "Request for Inspection" form online and submit it.
- You can check the processing status of your request for inspection in the ISA portal at any time.
- As soon as the processing of your application has been completed, you will be notified by e-mail and you can use the infrastructure atlas in accordance with the inspection decision.
- You will be able to download the notice via the ISA portal.

- other parties involved in the expansion of public supply networks.
- Additional requirement:
- Participation in a specific project for the expansion of public supply networks or
- Necessity of an inspection for general planning or promotion purposes.
