If you manufacture products, parts and equipment for aircraft, you require a permit from the Federal Aviation Office. Changes to an approval are also subject to approval.
You require an approval from the German Federal Aviation Office (LBA) if you manufacture aircraft and related products, parts and equipment.
You can apply for the following initial approvals:
- Approval as a national production organization
- Approval as a production organization
Approval of changes:
If you already have an approval, you must notify the LBA of any significant change before it is implemented. This applies, for example, to
- Changes to management personnel
- Changes to the approval conditions
- Relocation of the main place of business of the organization or the operating sites
- significant changes to the internal organization, in particular
- quality assurance or safety management systems
- Inspection of essential subcontracted work or of supplied parts and equipment
- Use of external organizations for supplier monitoring (Other Partie Supplie Control)
- Change of ownership
- Changes to the company structure
- Significant changes to production capacity or methods
If you have parts manufactured outside your company, you may also require approval for this.
Request for Conformity:
If your company produces parts for other countries, conformity with development documents must be established as part of a bilateral agreement (Requests for Conformity). This allows the product to be used in the respective country.
Individual approval:
If your company is to manufacture aircraft and related products, parts and appliances without a production organization approval, you can apply for a letter of agreement for certain projects.
Exemption approval:
You can apply for appropriate exemptions for amateur building.
Approval to carry out event-related work outside approved facilities:
If your business is already approved as a manufacturing establishment, you can apply for approval to carry out event-related work outside approved facilities.

Initial approval:
- Proof of verification of the sole proprietorship or organization, e.g. extract from the commercial register, extract from the register of associations, extract from the trade register
- Manual, if applicable as a draft or procedural instructions
- Proof of verification of the management personnel, e.g. CV, proof of qualifications, employment contract
- If applicable, documents relating to agreements with permit holders
- Power of attorney from the management, if applicable
Approval of changes:
- Power of attorney from the management, if applicable
- All documents affected by the change, e.g. amended manual or procedural instructions
Individual approval:
- Documents relating to agreements with holders or applicants for a type-certificate or supplemental type-certificate
- Manual, if applicable as a draft
- Proof of the inappropriateness of a production organization approval in accordance with Part 21 Subpart G or
- Proof that the individual approval is required before an approval according to Part 21 Subpart G is issued
Request for Conformity:
- Application for surveillance to determine conformity with design documentation
Derogation:
- Proof of qualification and authorizations of production management
Performance of event-related work outside approved facilities:
- Authorization from plant management, if applicable
- Application to carry out event-related work outside approved facilities
- You must justify that you need the permit for a defined scope of work in order to demonstrate conformity with a design. You must prove that you have either applied for or received approval for this construction or that you have reached an agreement with the owners or applicants.
- Requirements for approval: As a company, you must prove that you have sufficient facilities, working conditions, equipment and tools, processes and associated materials, the number and expertise of your employees and a general organization.
- With regard to airworthiness and environmental protection data, as a company you must prove that you
- you have received data from the European Aviation Safety Agency (EASA) and from the holder or applicants of the (restricted) type certificate so that you can determine conformity with the relevant design data. This also applies to exemptions from the requirements for environmental protection.
- ensure that airworthiness and environmental data are correctly incorporated into your production data.
- constantly update this data and make it available to all employees who need it.
- With regard to managers and employees, you as a company must prove that
- you have appointed a management team that is responsible to the Luftfahrt-Bundesamt (LBA). The management must ensure that all production is carried out in accordance with the required standards and that your company constantly complies with the data and procedures that you have specified in the self-declaration.
- One or more persons in your organization ensure that it complies with the requirements of Annex I (Part 21). These persons must demonstrate appropriate knowledge, training and experience and be subject to the management mentioned in the first point.
- the employees are able to perform their duties and that there is coordination within your company on issues relating to airworthiness and environmental data.
- Employees who sign documents for your company must

- The scope of their approval must be documented by your company and these documents must be available to the employees.
You can submit the application online via the federal portal or by post or fax.
Online application:
- Go to the federal portal verwaltung.bund.de and complete the online form. The online form will guide you step by step through the information and documents required.
- You can either upload the required documents directly in the form or collect them in a download archive on a trustworthy server (e.g. BSCW).
- Submit the application online.
- The Luftfahrt-Bundesamt (LBA) will contact you if anything is unclear or information is missing.
- After checking the documents and any necessary iterations, the LBA will carry out an audit.
- If all requirements are met, the LBA will send you the result documents.
- You pay the fees.
Application by post or fax:
- Go to the federal portal verwaltung.bund.de and complete the online form. The online form will guide you step by step through the information and documents required.
- Print out the application and send it to the LBA by post or fax together with the required documents.
- If anything is unclear or information is missing, the LBA will contact you.
- After checking the documents and any necessary iterations, the LBA will carry out an audit.
- If all requirements are met, the LBA will send you the result documents.
- You pay the fees.
- Objection

- For the manufacture of aeronautical products as well as components and equipment, an approval by the Federal Aviation Office is required
