If you wish to transfer or transport civil explosives to, through or out of Germany, you must first apply for a transfer permit from the Federal Institute for Materials Research and Testing (BAM).
Would you like to transport civil explosives such as gunpowder, propellant powder or explosives? The transportation of these civil explosives is regulated by law in Germany and the European Union. If you want to transport civil explosives to, through or out of Germany, you need a permit in advance. You must apply for this so-called transfer permit. It can be applied for a single shipment or for multiple shipments within a period limited to 2 years.
Transfer permits are issued by the respective national authorities in all European countries. In Germany, the Federal Institute for Materials Research and Testing (BAM) is responsible for the approval of cross-border transportation of civil explosives.
In the application for a transfer license, you must specify who is transferring or transporting the explosives. This person is the so-called carrier. You must also state the transport route on which the shipment is to be made and who the consignor and consignee are. List the entire transportation route including the transit countries. Further necessary information can be found in Annex 1 to Section 15a (1) and (3) of the Explosives Act.

You can apply for the transfer permit in writing or electronically to the Federal Institute for Materials Research and Testing (BAM) or the responsible state authority:
- Send the application form and the required supporting documents to the competent authority.
- The competent authority will check your application and contact you if there are any queries.
You will receive notification by post as to whether your application has been approved and, if your application is successful, a shipment permit.
Technical information must be exchanged in individual cases. For this reason, applications can only be processed directly at the Federal Institute for Materials Research (BAM). You can clarify detailed questions with BAM.

- Name and address of the applicant; name and telephone number of the applicant's contact person
- Names, addresses, telephone and fax numbers of the companies or persons involved in the shipment (consignor, carrier, consignee)
- Designation, composition and brief characterization of the explosive to be transferred
- Name of the manufacturer, the manufacturing site and the UN number of the substances to be transported
- Mass (net explosive mass and gross mass) or quantity of the explosives to be shipped
- Mode of transport (road, rail, inland waterway vessel, seagoing vessel, aircraft), transport route, planned departure and arrival dates and, if necessary, planned border crossing points between the Member States of the European Union
- Ancillary provisions pursuant to Section 15a (3) for the shipment of explosives
