Winter service refers to the maintenance of road safety on roads, squares and paths in the event of obstructions caused by snow or ice. The winter service must ensure that in the event of slippery ice and snow, the roads and pavements continue to be safely passable or walkable by spreading and clearing.
The clearing and spreading obligation is incumbent on the property owner, in the case of public roads on the carrier of the road construction burden. Within the scope of its performance, the road construction authority must ensure accessibility/passability to the best of its ability.
In general, cities and municipalities oblige road users by statute to clear the pavements in front of their properties of snow and to sprinkle them on icy roads.
The responsibility for winter service on the roads lies in the closed local location with the respective municipalities or cities.
