Airbags and seat belt tensioners are pyrotechnic objects. Therefore, they are subject to the Explosives Act. If not handled properly, these components pose considerable hazards that can lead to serious injury or even death. Assembly and disassembly of airbag modules and belt tensioners may only be carried out by competent, trained personnel.
If you as an employer are handling category P1 airbag or belt tensioner units for the first time in your company or if the responsible person changes in the company, you must report this.
If you handle airbag or belt tensioner units of category P1 - in the course of a commercial activity, but without igniting them outside the vehicle (for example, when installing and removing them in car workshops, igniting in the vehicle), you do not need a permit to do so in accordance with § 7 of the Explosives Act. However, the prerequisite for this exemption from the permit requirement is that the handling is carried out by trained personnel - i.e. with limited specialist knowledge.
If you ignite airbags and belt tensioners outside the vehicle, you need a permit in accordance with § 7 SprengG and persons with a certificate of competency
- Proof of limited expertise by presenting a certificate of participation in a relevant training course on the permit-free handling of airbag and belt tensioner units
- If applicable, proof of permission according to § 7 SprengG (for category P2 and ignition of airbags and belt tensioners outside the vehicle))
- If applicable, proof of the certificate of competency according to § 20 SprengG (for category P2 and ignition of airbags and belt tensioners outside the vehicle))
- Your company must have trained personnel, i.e. the employees concerned have the necessary so-called "limited expertise" by attending a relevant training course on the permit-free handling of airbags and belt tensioner units of category P1.
- When handling category P2 objects, a permit under explosives law and a person with a certificate of competency must be available.
- When removed, the airbag or belt tensioner units are not deployed, i.e. they are not ignited.
- The airbag and belt tensioner units are stored in accordance with the requirements of the explosives regulations, in particular the Explosives Storage Directive 240.
- The quantity thresholds for storage without a permit in accordance with Annex 6 to the Annex to the 2 Ordinance to the Explosives Act are complied with: namely a maximum of 10 kilograms of net explosive mass (NEM) in the workroom and a maximum of 100 kilograms of net explosive mass (NNE) in the storage room (F30/T30)
- You must file a complaint and submit all necessary documents.
- The documents are then examined by the competent authority.
- If you have any questions or uncertainties, the authority will contact you and, if necessary, invite you to a personal interview.
- You will receive a confirmation of the advertisement.
The notification must be made 2 weeks before the start of the activities.
The termination of the activities must be reported immediately.
