§ Section 3 (2) and (3) PrüfVO NRW

You may only use the title "Prüfsachverständige*r" (test expert) in a specific subject area if you are recognized in this subject area and subject area.

Inspection experts for technical installations can be recognized in various disciplines:

In the field of supply engineering, these are the sub-specializations that include the following systems:

• Ventilation systems including pressurized ventilation systems,
• CO warning systems,
• natural and mechanical smoke extraction systems and
• fire extinguishing systems

and in the field of electrical engineering, the sub-specializations that include the following systems:

• Fire detection and alarm systems,
• safety lighting and safety power supply systems and
• electrical installations.

If you come from another member state of the European Union or a country treated as such under the law of the European Communities, you may only use the title "Inspection expert"

• if you are either authorized to use the designation on the basis of a regulation of a country of the Federal Republic of Germany in which you have your place of residence, establishment or predominant employment, or
• if you meet the material requirements for entry in the corresponding list.

As an external inspection expert, you must notify us in advance of the first-time provision of services or apply for a certificate of compliance with the material requirements.

Notification of the first-time provision of the service:

• Certificate of legal establishment in a member state of the EU (or equivalent state) for the performance of the activity
• Proof of fulfillment of comparable requirements for exercising the activity in the country of establishment

Application for a certificate:

• Certificate of legal establishment in a member state of the EU (or equivalent state) for the purpose of exercising the activity
• Proof of actual fulfillment of the recognition requirements

If you are established in another member state of the European Union (or a state treated as such) to perform this task, you are authorized to work as an inspection expert in North Rhine-Westphalia if you

• have a comparable authorization with regard to your field of activity and
• had to fulfill comparable requirements with regard to the recognition requirements and proof of knowledge (1st alternative) or
• if the recognition authority has certified that you meet the requirements for recognition as an inspection expert with regard to the recognition requirements, proof of knowledge and scope of activity (2nd alternative).

A further requirement is that you have a good command of written and spoken German.

You can notify us in writing or electronically when you take up work as an inspection expert for technical systems. The required evidence must be enclosed with the notification.

Once you have submitted the application and all documents are complete, the competent body will check whether all requirements for notification in accordance with Section 3 (2) and (3) of the PrüfVO NRW have been met.

If all requirements are met, the relevant certificate will be issued to you by the competent body.

You may only work as an inspection expert once you have submitted the certificate from the competent body.

The notification or application is not required if a notification has already been made or a certificate has been issued in another country of the Federal Republic of Germany.

• When providing the service for the first time, the applicant must prove that he/she fulfills comparable requirements for the exercise of the activity in the country of establishment
