You will receive war victims' welfare benefits as a person with impaired health (known as an injured party) if you receive a basic pension or have a recognized entitlement to medical treatment.
As an injured person, you will also receive war victims' welfare benefits for your family members if you are mainly responsible for their livelihood or were responsible for their livelihood before the injury. You will also receive war victims' welfare benefits if you are a surviving dependant of an injured person and receive a surviving dependant's pension, widow's or orphan's allowance.
War victims' welfare benefits supplement pension benefits (e.g. benefits for medical and sickness treatment or pension payments) by providing special assistance in individual cases.

Personal requirements
You are:
- have a health impairment and
- receive a basic pension in accordance with § 31 BVG or
- are entitled to medical treatment in accordance with § 10 para. 1 BVG,
- survivor or surviving dependant of an injured person and receive a survivor's pension, widow's or orphan's allowance or
- family member of an injured person.
Neediness
As a result of the injury or death of the injured party, you are unable to cover your living expenses from your income and assets or other eligible benefits.
You can receive war victims' welfare benefits from the welfare and main welfare offices upon prior application. A list of the main welfare offices can be found in the Federal Ministry of Labor and Social Affairs brochure on war victims' welfare.
