The Pupil Travel Costs Ordinance and the principle of the school authority of the school attended covering the necessary pupil travel costs applies to pupils who are resident in North Rhine-Westphalia. The respective school authority is not obliged to provide a means of transportation, but is obliged to cover the costs of transportation if certain conditions are met. as a rule, travel costs to the nearest school are reimbursed.
In the case of transportation by public transport, student travel costs are only those costs that are necessary for the cheapest transport connection between home, school and the place of instruction.
If transportation by public transport is not possible or more uneconomical than the provision of special school transport or if the use of such transport is not reasonable, school travel costs are only the costs necessarily incurred for transportation by special school transport. The provision of special school transport is at the discretion of the school authority. There are no costs for the parents or the adult pupil; the reimbursement of the pupil's travel costs is thus covered.
If transportation by public transport or special school transport is not possible or if the use of this means of transport is not reasonable, the school authority shall bear the costs of transportation by private vehicle (including cabs and rental cars), provided that regular school attendance is only guaranteed by this type of transportation.
The distance allowance per kilometer for the necessary use of a
1. a private car 0.13 Euro
2. other motor vehicle 0.05 Euro
3. a bicycle 0.03 euros.
There are also special cases:
If transportation with a private vehicle of the parents obliged to provide transportation or another suitable means of transportation is not possible, a distance allowance up to the amount of the actual costs incurred for the transportation of a pupil by cab or rental car can be paid in particularly justified exceptional cases (due to a mental or physical disability).
Regardless of the length of the journey to school, travel costs are necessary if the pupil has to use a means of transport not only temporarily for health reasons or due to a mental or physical disability.

In particularly justified exceptional cases, if the nearest school is located outside the state or if there is no suitable schooling option in the state for pupils with special educational needs and pupils in the vocational school course, as well as for unemployed persons required to attend vocational school, the state may cover school travel costs.
Without a maximum amount limit, but if necessary reduced by the own contribution determined by the school authority, school travel costs are covered for
- Pupils with an identified need for special educational support who attend a general school or a special school including the special school kindergarten and for
- severely disabled pupils within the meaning of Social Code IX.
