Supplementary school providers can apply for recognition of their school.

Recognition is not associated with a quality assessment of the supplementary school.

Recognition always presupposes that the school has already been notified before it starts operating and that it has been checked that it meets the necessary requirements. The notification can also be combined with the application for recognition.

A supplementary vocational school can be recognized if the curricula and examination regulations have been approved and there is a permanent special educational or other special public interest in recognition. When a permanent special educational or other special public interest exists must be considered on a case-by-case basis. It may exist in individual cases if the content of courses offered by public vocational colleges is significantly rounded off or supplemented, but not if they are comparable or shortened. It may also be the case if a completely new course of education is created for which there is also an economic interest. The teachers and the chairpersons of the respective examination boards in a recognized training course at a supplementary vocational school should generally have at least a university degree. The person who chairs the examination of a recognized training course at a private supplementary vocational school should generally have a teaching qualification for an upper secondary level school. Recognition only extends to the examined courses of education. Supplementary vocational schools that offer several courses of education may only call themselves recognized as a whole if each individual course of education has been recognized. Otherwise, only the recognized training course may be designated as such. If curricula and examination regulations are changed, these must be resubmitted for approval.

With the recognition, the supplementary vocational school receives the right to hold examinations in accordance with state-approved regulations. However, these are not state examinations. Recognition also does not mean that compulsory schooling can be completed at the school. For this, an assessment in accordance with § 34 Paragraph 4 SchulG is required.

A (German) supplementary general education school can be recognized if it is run as a lower secondary school, upper secondary school or both secondary levels and at least the educational objective of the Hauptschule can be fulfilled at it. Recognition is not possible for grades 1 to 4. The examination does not focus on whether each pupil at the supplementary school is able to obtain a Hauptschule certificate after attending it. What is examined is whether the supplementary school in question could, in principle, be in a position to prepare pupils for the successful completion of an external examination for the Hauptschulabschluss. During the period of compulsory full-time schooling, pupils who are required to attend school can attend a recognized general supplementary school. The school cannot award a state school-leaving certificate; state school-leaving certificates can only be obtained by taking an external examination.

A foreign or international supplementary school can be recognized if the school is able to award a qualification from a member state of the European Union or an international qualification recognized by the federal states as a higher education entrance qualification, if a certain minimum level of instruction is provided in German and if there is a particular long-term public interest in the establishment and operation of this school. In order for the primary level to be recognized, a special pedagogical interest in recognition must also be established and the selection of pupils must not be based on the property status of the parents. Such a special educational interest is the public interest in the testing and further development of educational concepts as well as the interest in the appropriate educational support of special groups of pupils for whom the public school system does not or cannot provide adequate provision. The school must not be aimed primarily at German pupils. The school authority must bear a substantial share of the costs incurred for a not insignificant proportion of the pupils. Compulsory schooling can be completed at a recognized foreign or international supplementary school.

Erforderliche Unterlagen

The documents required for a notification are also listed. If these are already available, reference can be made to them. However, if there have been changes, the documents must be submitted again.

1. details of the school: name, address, telephone number, fax number (if available) and e-mail address

2. details of the school authority: name (name), address, telephone number, fax number and e-mail as well as a certificate of good conduct in accordance with § 30 BZRG for submission to an authority for the school authority or each person authorized to represent it.

In the case of associations of persons or legal entities also: details of the authorized representative bodies and persons.

3. information on the school management: head teacher with name and proof of professional qualification. An extended certificate of good conduct in accordance with § 30a BZRG must be enclosed for submission to an authority.

4. a list of all planned teachers, each with details and proof of professional qualification and assignment to the subjects of the timetable and each with an extended certificate of good conduct in accordance with § 30a BZRG for submission to an authority.

5. the curriculum including the curricula and the timetable. In the case of an application for recognition for a supplementary vocational school, additionally the examination regulations and the appointment of the chairperson of the examination board with name and proof of professional qualification, as well as a certificate of good conduct in accordance with § 30a BZRG for submission to an authority.

6. a list, differentiated according to purpose of use, location within the building and size, of all rooms intended for the supplementary school as well as a sketch or construction plans of the rooms

7. a list of the school furniture, technical equipment and other equipment in the classrooms

8. details of the planned number of pupils when the school is completed.

9. in the case of an application for recognition of a supplementary vocational school, additional information showing that there is a special educational or other special public interest.

10. in the case of an application for recognition of a general education foreign or international supplementary school that also includes the primary level, additional information on the charging of school fees, including their amount, as well as on scholarships, both in terms of number and amount, and a pedagogical concept for the school.

Voraussetzungen

Supplementary school providers with a registered supplementary school can submit an application for recognition of a supplementary school. The application for recognition can also be combined with the notification of the supplementary school.

- In the case of supplementary vocational schools, the prerequisite for the recognition of each individual educational program is that

1. the curricula and examination regulations are approved and

2. there is a permanent special pedagogical or other special public interest in the education provided.

The curricula and examination regulations must provide transparent information about the training and graduation conditions. The provisions in the Ordinance on Training and Examinations in Vocational College Courses (APO-BK) can be used as an example.

- For German general supplementary schools, the prerequisite is that:

1. it is run as a school at lower secondary level, upper secondary level or both secondary levels and

2. at least the educational objective of the Hauptschule can be fulfilled at it.

- In the case of foreign or international supplementary schools, the prerequisite for recognition is that the school:

1. the qualification of a member state of the European Union or an international qualification recognized by the Länder as a higher education entrance qualification can be achieved,

2. a minimum number of lessons are held in German as determined by the Ministry and

3. there is a permanent special public interest in the establishment and operation of this school.

For the recognition of general education foreign or international supplementary schools, which also include the primary level, there must additionally be

4. a special educational interest must be established and

5. that segregation of pupils is not promoted by the school and the school authority.

Bearbeitungsdauer

The recognition of supplementary general education schools that are not foreign or international schools takes place within three months of the submission of all required documents. If the application for recognition is combined with the notification, a decision will be made within three months of the final review of the notification. In all other cases, the duration of processing depends on how intensive the examination for recognition is.

Frist

There is no deadline for applicants. If an application is submitted, a request will be made to submit any missing documents and declarations.
