Airbags and belt tensioners contain pyrotechnic substances (detonators). They are therefore subject to the Explosives Act. If handled incorrectly, these components pose a considerable risk of serious injury or even death.

If you handle airbag or belt tensioner units of category P1- as intended in the course of a commercial activity, you do not generally require a permit in accordance with § 7 of the Explosives Act.

However, the prerequisite for this exemption from the permit requirement is that the handling is carried out by trained personnel - i.e. with limited specialist knowledge.

The limited specialist knowledge in accordance with § 4 Para. 2 of the 1st Explosives Ordinance is taught in an approx. 6-hour training course. The limited specialist knowledge only authorizes the installation and removal of airbag and belt tensioner units of category P1, as well as their destruction when installed. If you, as an employer, have airbag or belt tensioner units of category P1 handled in your company for the first time, you must notify the competent authority in writing.

Proof of limited expertise by submitting a certificate of participation in a relevant training course on the handling of airbag and belt tensioner units without a permit

• Your company must have trained personnel, i.e. the employees concerned must have the necessary "limited specialist knowledge" by attending a relevant training course on the unlicensed handling of airbag and belt tensioner units
• the airbag or belt tensioner units are not deployed when removed, i.e. they are not ignited
• the airbag and belt tensioner units are stored in accordance with the provisions of the explosives regulations

Before you as an employer allow airbag and belt tensioner units to be used in your company, you must notify the competent authority in writing or electronically.

If you have submitted the application and all documents are complete, you have fulfilled your obligation to notify in accordance with §14 SprengG.

You may only commence your activity once you have fulfilled the obligation to notify.

• Monitoring of the handling of explosive substances, especially with regard to the storage of the substances and with regard to the required limited expertise;
• the first handling of airbag or belt tensioner units in a company must be reported
