To enter an environmental zone, you need a sufficient environmental badge for the vehicle used.
Depending on the emission behaviour of motor vehicles, red, yellow or green environmental badges are issued.
In the meantime, a green sticker is required in almost all cases to enter an environmental zone.
Environmental zones are set up by the responsible authorities of the federal states to improve air quality. Only vehicles that meet certain emission requirements may enter low emission zones.
Motor vehicles
Motor vehicles are divided into pollutant groups 1 to 4 (Annex 2 of the 35th Federal Immission Control Ordinance [BImSchV]).
A green environmental badge (pollutant group 4) is issued to
- all petrol cars with a regulated catalytic converter of the first generation and petrol cars from emission stage Euro 1,
- diesel cars with Euro 4 or higher emissions standards,
- Euro 3 diesel cars that have been retrofitted with an approved particulate reduction system.
A yellow environmental badge (pollutant group 3) is issued to diesel cars with emission stage Euro 3 and diesel cars with emission stage Euro 2 that have been retrofitted with an approved particulate reduction system.
A red environmental badge (pollutant group 2) is awarded to diesel passenger cars of emission stage Euro 2 and diesel passenger cars of emission stage Euro 1 that have been retrofitted with an approved particulate reduction system.
All other vehicles (pollutant group 1) do not receive an environmental badge.
Commercial vehicles and buses
For commercial vehicles and buses of emission levels Euro I and better, a corresponding allocation applies:
A green environmental badge (pollutant group 4) is issued:
- Diesel vehicles with emission level Euro IV and better
- Diesel vehicles of emission stage Euro III that have been retrofitted with an approved particulate reduction system.
A yellow environmental badge (pollutant group 3) is awarded to diesel vehicles of emission stage Euro III and diesel vehicles of emission stage Euro II that have been retrofitted with an approved particulate reduction system.
A red environmental badge (pollutant group 2) is awarded to diesel vehicles of emission stage Euro II and diesel vehicles of emission stage Euro I that have been retrofitted with an approved particulate reduction system.
All other vehicles (pollutant group 1) do not receive an environmental badge.
The environmental badge for the vehicle is issued by the issuing offices upon presentation of the vehicle documents.
After the responsible issuing office has determined the pollutant group, the vehicle's registration number is entered in the space provided on the sticker using a lightfast pen.
The vehicle owner must affix the sticker to the inside of the windscreen. The sticker must be clearly visible and be of such a nature and affixed in such a way that it is destroyed when it is removed from the windscreen.
Without a sufficient environmental badge, entry into an environmental zone is not permitted. A standard fine of EUR 80 has been set.
To enter an environmental zone, you need a sufficient environmental badge for the vehicle used. Depending on the emission behaviour of motor vehicles, red, yellow or green environmental badges are issued.

- the registration authorities or the bodies responsible under Land law, and
- workshops that are authorised to carry out an exhaust emission test.
