If you are a German or EU citizen and move to a new place of residence during the municipal election period, you are only entitled to vote in the municipal election in the new municipality if you move before the 16th day before the election. You must also be at least 16 years old on election day and not be disqualified from voting.

In addition to the substantive right to vote, participation in the municipal election requires registration in the electoral roll of the municipality or district or a polling card. If you have your (main) residence in the electoral area before the 16th day, you will be entered in the electoral register ex officio if you meet the other requirements; a secondary residence in the electoral area is not sufficient for entry in the electoral register.

If you have not been registered ex officio due to a lack of a registered (main) residence, you can submit an application for inclusion in the voters' register up to the 20th day before the election.

From the 20th to the 16th day before the election, you can inspect the electoral roll during general opening hours. During this time, you can be entered on the electoral roll if you meet the requirements.

If you move to another municipality within the district, your eligibility to vote remains the same regardless of the date of your move, provided the other requirements are met

You are entitled to vote in municipal elections in the electoral area of the municipality if you

• are German or German within the meaning of Article 116 of the Basic Law or are a citizen of a member state of the European Union
• are at least 16 years old on election day
• are not disqualified from voting
• have lived in the electoral area of the municipality since at least the 16th day before the election or, if you have more than one residence, have your main residence or your habitual residence and do not live outside the electoral area.

Eligibility to vote in district council elections and district administrator elections is maintained regardless of the date of relocation if you move within the district.

Registration in the voters' register for the municipal election as a returnee takes place as follows:

• If you have a registered (main) residence in the electoral area in good time before the election, you will be entered in the electoral roll ex officio. You will then receive a polling card.
• Otherwise, you will be entered in the voters' register on request up to the 21st day before the election if the other requirements are met.
• You can inspect the electoral roll at your local authority during general opening hours from the 20th to the 16th day before the election. During this period, you can be entered in the electoral roll on appeal if you meet the applicable requirements.
• If you register in the municipality you are moving to at the time of the local elections, you will be informed of any changes to your eligibility to vote.

• Requirements:
  • German or German within the meaning of Article 116 (1) of the Basic Law or nationality of a member state of the European Union
  • At least 16 years old on election day
  • No exclusion from the right to vote
  • Have lived in the electoral area since at least the 16th day before the election Municipality or district (main residence if more than one residence) or habitual residence in the electoral area and no residence outside the electoral area
• In the case of secondary residence abroad, main residence in the electoral area is required
• all persons are entered in the voters' register ex officio if it is established on the 42nd day before the election that they are entitled to vote and are not excluded from the right to vote
• Persons entitled to vote who move to the electoral area of the municipality or district after the 42nd day but up to the 16th day before the election and are registered with the registration authority are also entered in the voters' register ex officio
• without ex officio registration (no residence, but habitual residence in the electoral area or exempt from the obligation to register), registration is possible on request up to the 20th day before the election if the right to vote exists
• within the inspection period (20th 16th day before the election), registration on objection is possible if the requirements are met
