Do you want to transport passengers in a cab commercially? If your permit expires, you can apply to the relevant transport authority for a permit to be reissued.

You need a permit for the commercial transportation of passengers by cab. You can submit an application to this effect to the transport authority responsible for you in the respective independent city or district.
If your temporary permit expires, you can apply to the responsible transport authority for a reissue of the permit.
There will then be a seamless transition of the approved cab operation on the basis of a new, again temporary permit.

• valid permit
• formal application for re-issuance (surname, first name of the applicant; place of residence and operation; for natural persons: Date of birth, place of birth; number of vehicles, type of vehicle, capacity of vehicles to be used
• Service certificates or examination certificates (on professional qualification) of the applicant or the person appointed to run the business
• Equity certificate / additional certificate (form in accordance with § 2 Para. 2 No. 2/ § 2 Para.3 of the Berufszugangsverordnung für den Straßenpersonenverkehr PBZugV (German ordinance on the admission to the occupation of road passenger transport operator)), not older than 12 months
• Certificate of no objection from the tax office, the municipality, the social insurance carrier and the employers' liability insurance association, not older than 3 months (from the company, the legal representative and the person appointed to manage the business / transport management)
• Certificate of good conduct for submission to the authorities in accordance with Section 30 (5) of the German Federal Law on Civil Records (BZRG)
• Extract from the Central Trade Register in accordance with Section 150 (5) GewO (in the case of companies)
• Extract from the driver suitability register (FAER)

General documents

• Vehicle list
• Proof of liability insurance for cabs including venture code (WKZ)
• Business registration
• in the case of partnerships, the list of shareholders, the shareholders' agreement or other proof of contractual authorization
• certified extract from the commercial register

• The safety and efficiency of the business are guaranteed.
• There are no facts indicating the unreliability of the applicant as an entrepreneur or the person appointed to manage the business.
• The applicant as entrepreneur or the person appointed to manage the business is professionally suitable.
• The applicant and the entrepreneurs appointed by him or her to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.
• The applicant already holds a cab license.
• The renewal of the permit is limited to 5 years.

Existing entrepreneurs are to be considered appropriately. Consideration shall be given according to the chronological order in which applications are submitted.
Regardless of the order of application, the following shall be given priority,

• who does not intend to operate the cab business as his or her main occupation,
• has not operated his or her cab business as a principal occupation, or has sold or leased all or part of his or her cab business within the past 8 years,
• has not properly fulfilled his or her duty to operate the business.

Only one permit may be issued to an applicant at a time, provided that no more permits may be issued than there are applicants.
During this period, the rights and obligations arising from the permit may not be transferred.
In the case of legal entities under public law, the requirements shall be deemed to have been met.

The amount of the fees depends on:

• the number of vehicles and
• the term of the permit.

Proceed as follows to obtain a reissuance of the permit for the commercial transportation of passengers by cab:

• Submit a corresponding application to the transport authority responsible for you in the respective independent city or district and attach all the necessary documents to the application.
• The authority will process your application and conduct the necessary hearing procedures.
• You will receive a decision on the re-issuance of a cab permit including the handover of the permit documents.

The processing time may vary between the responsible transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional documents are required.

Deadlines do not start to run until an application that is ready for a decision has been submitted. If your application is complete, a decision will be made on it within 3 months. The deadline can be extended by 3 months if necessary. The general objection period under administrative procedure law is one month.
