If you wish to breed or keep vertebrate animals for the purposes specified in Section 6 (1) No. 4 of the Animal Welfare Act, you require a permit from the competent authority. You can find out more here.
The breeding or keeping of vertebrates for the removal of organs or tissue requires the permission of the competent authority. The complete or partial amputation of body parts or the complete or partial removal or destruction of organs or tissue of a vertebrate animal is prohibited. The Animal Welfare Act makes an exception to this if the complete or partial removal of organs or tissues is necessary in order to transplant the organs or tissues for purposes other than scientific purposes, to create cultures or to examine isolated organs, tissues or cells.

In order to obtain a permit, you generally have to provide proof of your expertise in handling the respective animals and your reliability. In addition, the permit and the requirements are tailored to the individual case.
The expertise required for the activity can generally be assumed if the person responsible has completed state-recognized or other training or further training that qualifies them to handle the animal species covered by the activity.
Is based on the respective administrative fee schedule of the federal state or on the fee statutes of the authorities responsible under federal state law.
