If you have individual legal questions about the permissibility of your building project and have not yet submitted a building application, you can submit a preliminary building inquiry.
This is useful, for example, if it is unclear whether you are allowed to realize your building project on the planned plot.
In the preliminary building application, you formulate your question so clearly that a clear answer is possible.
You will then receive a preliminary building permit for your question.
Application for preliminary decision (digital or written)

Submit your application for a preliminary decision (digitally or in writing) to your local building supervisory authority.
The lower building supervisory authority will review your application and involve the municipality and necessary authorities.
You will then receive the preliminary decision and a notification of fees. Pay the fees
Once you have received the preliminary decision, you can start building with a valid building permit within 3 years.
You can apply for an extension of the preliminary decision by up to 1 year.
The lower building supervisory authorities of the state of Saxony-Anhalt are responsible. These are the districts, independent towns and the towns belonging to the districts of Stendal, Köthen, Naumburg, Zeitz and Weißenfels.
