Nationals of states of the European Union (EU), the European Economic Area (EEA) and Switzerland as well as of states listed in Annex II of Regulation (EC) No. 539/2001 may apply directly to the border authorities for an emergency travel document if they wish to travel abroad but do not have a valid travel document.
Depending on the individual case and the country of origin, an emergency travel document or a travel document for foreign nationals can be issued to non-German nationals.
The emergency travel document entitles you to leave and then re-enter Germany, but not to travel to other countries. It is only valid for the duration of the journey, but for a maximum of one month. The emergency travel document is therefore not a fully-fledged substitute for the passport.
Attention: Other states are not obliged to accept the emergency travel document as a travel document. Airlines may also refuse to accept an emergency travel document.
Tip: On the website of the Federal Police you will find a list of states that recognise the emergency travel document without restriction or in conjunction with a photo ID that has expired (for example, passport or identity card). Please note, however, that foreign border authorities may change this practice at any time at short notice.

You must apply for the emergency travel document in person directly at the border authority (for example at the airport).
In order to obtain the emergency travel document more quickly, you can transmit your personal and travel data electronically to the competent border authority in advance. They will then contact you regarding the further procedure.
German nationals can be issued a travel document by the border authority. Foreign nationals who are not citizens of one of the above-mentioned states and who can produce a residence title or a residence permit must apply for a "travel document for foreigners" at the foreigners authority before starting their journey.
