Application to the Foreigners' Registration Office for an order to block the transmission of data pursuant to Section 4 of the Central Register of Foreigners Act (AZRG)
If you are registered in the Central Register for foreigners, you can apply under certain conditions for your data not to be passed on.
If you are a foreigner living in Germany for more than 90 days, your personal data will be entered in a central register for foreigners. Public authorities can obtain information about you from this register. Non-public agencies, authorities of other states and supranational or intergovernmental agencies can also obtain data from the Central Register of Foreigners if the legal requirements are met.
Under certain conditions - especially if you see a danger to yourself or your relatives - you can apply for a transmission block.
Blocked data are provided with a transmission block. They may only be transmitted to non-public bodies, authorities of other states or intergovernmental bodies in exceptional cases, without you having been heard beforehand.
If there is an overriding public interest, the block is also effective vis-à-vis public authorities.
How long the block applies depends on the individual case.
- Passport or electronic residence permit (original or certified copy) as proof of your identity
- where applicable, appropriate evidence that you or another person may be put in danger by the transmission
You can demonstrate in a concrete and comprehensible manner that your interests or the interests of another person worthy of protection may be affected by the transmission of your data.
You can apply for the transmission block from the Central Register of Foreigners in writing or by recording it with the authority, stating the reasons.

- Contact a member of staff on site.
- A staff member will listen to you to find out the reasons for your request and will decide on your application.
- You will then receive a written decision.
written request:
- Usually an informal, signed application is sufficient, otherwise the competent foreigners authority will send you a form.
- If necessary, fill out the form, compile the application documents and send them to your foreigners authority, the Central Register of Foreigners or the BAMF branch office responsible for processing your asylum application.
- An employee will hear you out, if necessary, to find out the reasons for your request and will decide on your application.
- You will then receive a written decision.
Blocks on transmission are also stored in the register ex officio if interests worthy of protection of the person concerned or another person may be affected or in case of overriding public interest. In this case, the authority that decided on the storage must inform the person concerned.
If the preconditions are met, you are entitled to the storage of the transmission block.
If an application for a transmission block is rejected, the documents must be destroyed one year after the decision.
Note: A hearing will not take place if this is contrary to the purpose of the transmission (example: the data is needed in criminal proceedings that are being conducted against yourself).
The transmission of data despite an existing transfer block is permitted in individual cases if there is an overriding public interest in knowing the blocked data (for example, to prosecute criminal offences).
