Event (e.g. trade fair, exhibition, market, public festival), apply for authorisation in accordance with Title IV Gewerbeordnung
Anyone wishing to organise an event within the meaning of §§ 64 ff. Gewerbeordnung (GewO) can apply to the responsible authority for an authorisation.
Authorisation can be granted for the following types of events:
- Trade fairs
- exhibitions
- public festivals
- markets
- wholesale markets
- Weekly markets
- Annual markets
- Special markets
At the request of the organiser, the responsible authority must determine the subject, period, opening hours and location of the event, provided that the conditions for holding the event are met.
This authorisation entails a number of privileges (market privileges). Examples of such privileges are
- Exemption from trade law regulations on standing trade (such as trade licence)
- Exemption from trade law regulations on travelling trade (e.g. travelling trade licence requirement)
- Exemption from restrictions of the Saxon Shop Opening Act (the opening hours specified in the notice of determination apply in its place)
Organisers of weekly markets, annual markets and special markets are obliged to hold the event on the basis of the determination.
Only events organised by commercial vendors are subject to official authorisation in accordance with Section 69 GewO, not so-called private markets. These can also be organised without a permit. However, they are then subject to the regulations for the standing trade or the travelling trade.

You can utilise the services of the Single Point of Contact for this procedure. They will guide you through the procedure, take care of correspondence with all departments responsible for your request and provide you with competent advice.

The application for authorisation must be rejected if
- the event does not fulfil the relevant requirements for the type of event in question,
- the organiser and event manager do not have the necessary reliability to hold the event,
- the organisation of the event is contrary to the public interest, in particular the protection of the event participants from danger
- to life or health is not guaranteed or other significant disruptions to public safety or order are to be feared,
- in the case of fairs and speciality markets: the event is held wholly or partly in shops.
You can apply for the authorisation of an event in person, in writing or electronically to the department responsible (form available from the trade authority or here in Amt24).
