Registration for the specialist knowledge examination according to § 22 Weapons Act (WaffG)
In order to obtain a permit to trade in weapons, you must prove that you have the necessary specialist knowledge. In Saxony, the Chamber of Industry and Commerce (IHK) in Chemnitz conducts the specialized knowledge examination, since the implementation of the specialized knowledge examination was transferred from the Saxony State Directorate to the IHK in Chemnitz.
Gunsmiths who meet the requirements for entry in the register of craftsmen do not need to provide separate proof of their specialist knowledge.
Single Point of Contact
For this procedure, you can use the service of the Single Point of Contact (Einheitlicher Ansprechpartner). They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.
The examination fee is
- for firearms requiring a permit and firearms not requiring a permit as well as the corresponding ammunition: EUR 300.00
- for firearms and ammunition requiring a license according to 1.1-1.2 and 2.1-2.2 of the Annex to § 15 Para. 2 No. 2 AWaffV: EUR 200.00
- for firearms and ammunition without a permit according to 1.3-1.7 and 2.3-2.4 of the annex to § 15 Abs. 2 Nr. 2 AWaffV the fee is: EUR 200,00
- for firearms and their equivalent devices and ammunition, which do not fall under points one to three: EUR 150.00
The fee for the specialized knowledge examination is based on the classification of the types of weapons and ammunition in the annex to § 15 Para. 2 No. 2 of the General Weapons Act Ordinance (AWaffV).
In accordance with the Business and Examination Regulations, the examination fee must be paid before the examination begins. In case of unexcused absence, the examination fee will still be due.
How do you register for the specialist examination?
The firearms authority, sends a copy of your application to the IHK. However, you can also register directly with the IHK. Please use the form prescribed for registration.
Please fill out the form completely and submit it to the firearms authority:
- by fax
- by mail
- in person
- by e-mail or
- via EGVP (electronic court and administration mailbox for legally secure transmission of your data)
What is the procedure?
The application office (weapons authority) sends a copy of your application for a weapons trading permit to the Chemnitz Chamber of Industry and Commerce (IHK).
About three weeks before the examination, you will receive an invitation with the date set.
What will you have to do in the examination?
You will take the specialist knowledge examination orally. The exam is not open to the public and lasts between 30 and 60 minutes. The exam is based on a questionnaire from the Association of German Chambers of Industry and Commerce (DIHK). You can purchase the brochure with the exam questions from your IHK.
The examination includes proof of sufficient knowledge of
- the regulations governing the trade in firearms and ammunition, the acquisition and carrying of firearms, as well as the basic principles of other weapons law and firearms law regulations,
- the type, construction and handling of firearms in common use, if permission to trade in firearms has been applied for,
- the handling of common ammunition and its use in the associated firearm, if the permit for trade in ammunition has been applied for.
Note: When applying for a comprehensive firearms trading permit, the examination board requires you to have knowledge of firearms and ammunition of all types; if you have only applied for a trading permit for individual types of firearms and ammunition, the examination questions will only apply to these.
You will be informed of the result immediately after the examination; if you pass, you will be issued with a certificate. The licensing authority will be informed of the result in writing and will receive a copy of the examination certificate.
