Registering on the electoral roll if you move within three months before the municipal election / voting at your previous place of residence
Have you already moved away or relocated or are you planning to move away or relocate shortly before the election?
Depending on the type and time of the move, this will affect your ability to vote in local elections in different ways:
Moving away from the electoral area
If you move away from the electoral area (city / municipality, town / district or administrative district) within the last three months before the local elections, you lose the right to vote when you deregister at your old place of residence, but are not yet eligible to vote in the corresponding election at your new place of residence.
Moving within the electoral area
If you move within the respective electoral area and register at your new place of residence before the 42nd day, you will be entered in the electoral roll ex officio.
If you register at your new place of residence after the 42nd day, the following applies:
Elections in the city / municipality or in the locality / borough
If you move within the city / municipality or locality / urban district after the deadline, you will remain on the electoral roll of the electoral district to which your old home belongs.
Please note! If you move within the municipality, you may only be eligible to vote in municipal council elections, but lose the right to vote in local council / borough council elections because you have moved out of the locality / borough.
District administrator and district council elections
For district council and district assembly elections, the same applies to moving within the district area as for municipal elections. However, if you move to another municipality within the district after the deadline, you have the opportunity to register on the electoral roll of your new place of residence (up to the 16th day before the election). If you only move within the district in the last two weeks before the election, it is no longer possible to be included in the electoral roll. However, you have the option of applying for a polling card in the municipality in which you are moving so that you can participate in the ballot box election at the polling station in your new place of residence on election day as well as in the postal vote.
The written informal application should contain at least
- the wording of your request "application for entry in the electoral roll"
- your first and last names
- your date of birth
- your new residential address
- your old residential address
- your signature
- You are eligible to vote in the respective election.
- You register your main residence with the city or municipal administration after the 42nd day before the election.
- Register your new main place of residence with the city or municipal administration.
- The Citizens' Registration Office / Residents' Registration Office (Bürgerbüro / Einwohnermeldeamt) will inform you of the possibility of being entered in the electoral roll for the district elections; you can apply for this in person on site or submit a letter of application by post, fax or e-mail.
- If you move before the 16th day before the election, you will receive a regular polling card; if you move within the district area after the 16th day before the election, you will receive a polling card and postal voting documents for the district election in your new place of residence on request.
The city or municipal administration of your previous place of residence will be informed ex officio and you will be deleted from the electoral roll there.
It is possible to apply to be entered on the electoral roll up to the 16th day before the election. The issue of a polling card is possible until 4.00 pm on the second day before the election, in exceptional cases until 3.00 pm on election day.
Voting for the district council and county council elections at your previous place of residence
If you move to another municipality within the district after the 42nd day before the election and do not apply to be entered in the electoral roll of your new place of residence, you will receive a polling card from the municipal or local authority of your former place of residence. You can then vote
- on election day by ballot box in the polling station assigned to your old place of residence,
- by postal vote or
- if you move within a constituency, with a polling card in another polling station (for district elections: only within the same constituency).
Any eligible voter who considers the electoral register to be incorrect or incomplete can request correction from their municipality up until the deadline on the 16th day before the election.
