Ein Wohnberechtigungsschein berechtigt Sie zum Bezug einer belegungsgebundenen Mietwohnung. Mit der Erteilung des Wohnberechtigungsscheins wird sichergestellt, dass eine belegungsgebundene Wohnung nur Wohnungssuchenden zugutekommt, für die sie mit Steuermitteln subventioniert wurde.

Ein/e bei Bezug Wohnberechtigte/r bleibt während der Dauer des Mietverhältnisses nutzungsberechtigt, unabhängig von der Entwicklung seiner/ihrer persönlichen und wirtschaftlichen Verhältnisse.

In dem Wohnberechtigungsschein ist eine für den Wohnungssuchenden und seine Haushaltsangehörigen angemessene Wohnungsgröße unter Berücksichtigung der individuellen Bedürfnisse (zum Beispiel Behinderte, junge Ehepaare, Alleinstehende mit Kindern) angegeben. Der Wohnberechtigungsschein ist ein Jahr lang in Sachsen gültig.

• Proof of income of all persons who wish to move into the flat (e.g. last payslip including proof of special allowances, last income tax assessment notice or income tax return and last surplus income statement for self-employed persons)
• Birth certificates of children, if applicable
• Proof of maintenance payments, if applicable
• Proof of severe disability or need for care, if applicable

• Households whose qualifying (family) income is below the relevant income limit receive a housing entitlement certificate.

Note: The income limit depends on the number of people in the household. Different income limits apply to flats under the Housing Assistance Act (WoFG), flats under the Saxon rental housing programmes and flats in urban and municipal redevelopment areas (see -> Notes (special features)).

The family income is made up of the annual income of all family members belonging to the household. It is determined in a procedure specified in the Housing Assistance Act (WoFG) and corresponds approximately to the net income.

If the requirements are met, allowances (e.g. for single parents, severely disabled persons or young families) can be deducted from the income.

To obtain a housing entitlement certificate, you must apply in person or in writing to the relevant office.

A personal visit is recommended, as extensive documents must be submitted with the application. Depending on what your local authority offers, you can download an application form from the Internet.

Income limits for the occupation of housing subsidised under the Housing Subsidies Act

For flats in Saxony that have been newly built or modernised since 2017 with a subsidy under the Housing Promotion Act (WoFG), the income limits according to § 1 of the Sächsische Einkommensgrenzen-Verordnung apply. You can use the online check tool (see -> Further information) to roughly determine in advance whether your household could receive a housing entitlement certificate for such a flat according to these income limits.

If, according to the calculation in the second results table ("Federal income limit"), the fourth line for the "Total income/income limit ratio" shows a value of 140.00% or less, you could be entitled to a housing entitlement certificate for such a flat.

Your actual entitlement will be determined by the office responsible for your city or municipality on the basis of your application documents.
