If your property is located in an area where explosive ordnance is suspected, you can submit an application for a corresponding explosive ordnance contamination test to the local Ordnungsamt (local police authority).
The Free State of Saxony is one of the areas in Germany that are particularly contaminated with explosive ordnance. Explosive ordnance refers to bombs, mines, grenades, ammunition or parts of ammunition from the Second World War. As such military explosives can be stored almost indefinitely, they can remain explosive for several decades.
- Application for explosive ordnance contamination testing – Please ask your Ortspoliizeibehörde in what form you need to submit the application.
- Project documents of the building plot – Important are the details of the location of the property and, if known, details of the construction technology used.
The costs for the explosive ordnance contamination test procedure are based on the fee regulations of the responsible Ortspolizeibehörde.

You must bear the costs of explosive ordnance disposal yourself if
- You have explosive ordnance searched for purely as a precautionary measure, although there is no justified suspicion, or
- you submit an application to the competent police authority to search for explosive ordnance
If there is reasonable suspicion, the state budget will cover the costs.
Apply to the competent authority to test the property for contamination by explosive ordnance. Ask the competent authority whether an application form is provided.
The results of the application assessment may then be as follows:
- If there is no known contamination from explosive ordnance, your property will be approved for development. This means that no special precautionary measures are required.
- If contamination by explosive ordnance cannot be ruled out, but there are no concrete indications of contamination, a search for explosive ordnance is recommended as a precautionary measure. In addition, all earthworks should be carried out with particular care. Furthermore, the shoring axes should be probed or the excavated earth observed as a precaution.
- If there is known or documented evidence of explosive ordnance, a search for explosive ordnance is absolutely necessary. You will receive a corresponding condition from the responsible authority that you must tolerate the measures for the removal of explosive ordnance before the start of construction or during construction.
