The minimum age for issuing a category AM driving licence is now 15 years. Until the driver reaches the age of 16, the driving licence is subject to the condition that it may only be used for journeys within Germany. This means that holders of a Class AM driving licence under the age of 16 may only drive Class AM motor vehicles in the Federal Republic of Germany. The requirement does not apply when the licence holder has reached the age of 16. The driving licence is granted by issuing an EU driving licence card in which the code number "195" is entered.

The driving licence for class AM is issued if you have
- have reached the age of 15
- Are resident in the Federal Republic of Germany,
- are qualified to drive motor vehicles,
- have been trained to drive motor vehicles in accordance with the Driving Instructor Act and the legal regulations based on it,
- have demonstrated their ability to drive motor vehicles in a theoretical and practical examination,
- Can administer first aid, and
- do not already hold a driving licence of this category from another Member State of the European Union or another contracting state of the European Economic Area (Iceland, Liechtenstein, Norway).
Training
- You can start training at the driving school as early as 14 ½ years of age.
- You may then take the theory test at the earliest three months, and the practical test at the earliest one month before your 15th birthday.
Application
- You apply for your driving licence in person at the driving licence authority (see "competent authority" above); your legal guardians (usually your parents) must give their consent.
- You can obtain the application forms from the driving licence authority, and in some cases also from the driving schools.
- After you have submitted your application, the authorities will first check whether you are a suitable driver. If there are no objections to this, they will give the testing organisation (DEKRA) the order to take the test (test order).
- After you have passed the practical driving test, the examiner will issue you with the driving licence or the provisional proof of driving licence if you are 15 years or older.
Note: If you are younger than 15 when you take the test, you can collect your driving licence from the driving licence authority on your 15th birthday at the earliest.
The examination by the competent authority takes quite some time, so submit your driving licence application right at the beginning of your driving school training.
