Notification of activity as a collector, transporter, trader and broker of waste in accordance with § 53 OF THE CLOSED SUBSTANCE CYCLE WASTE MANAGEMENT LAW (KrWG)
The Kreislaufwirtschaftsgesetz (KrWG) provides the following regulations for the collection, transportation, trading and brokering of waste:
- If the activity involves non-hazardous waste, you must notify the competent authority.
- If the activity also involves hazardous waste, you need a permit.
You can notify the competent authority and apply for a permit via the common procedure portal of the federal states or directly from the competent authority.
Note: Collectors and carriers who collect or transport waste in the context of economic enterprises, but not usually and not regularly, are exempt from the obligation to notify. This is to be assumed in particular if the sum of the waste quantities collected or transported during a calendar year does not exceed 20 tons in the case of non-hazardous waste and two tons in the case of hazardous waste.

For this procedure, you can use the service of the Single Point of Contact (Einheitlicher Ansprechpartner). They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.

Foreign certificates from another member state of the EU or the European Economic Area are equivalent to German certificates. Responsible authority checks their equivalence. The evidence must show that the applicant meets the licensing requirements or the requirements of the issuing state that are essentially comparable on the basis of their objective.
Notes:
- Proofs that are not written in German must be accompanied by a translation into German. Only publicly appointed and sworn translators are authorized to translate.
- In individual cases, the responsible authority may require further documents or translations in German.

You can create and send the notification of commencement of waste management activity online using an electronic wizard via the notification/permit portal zks-abfall.de.(see ->blanc forms and further options).
- Follow the link to the online form and fill in the data fields step by step according to the instructions.
- Keep the required supporting documents ready to attach to your online notification in electronic form.
- Once all data fields have been filled in, confirm that the information is complete and complete the process by sending it electronically to the responsible authority; you will receive confirmation of the process.
The waste management authority may impose conditions, time limits or requirements on the notified activity. You must notify the competent authority immediately of any changes to the waste activity via the notification/permit portal.
Tip: You can also send documents relating to a notification, a permit application or an existing permit to the responsible authority in electronic form using the online assistant.
Marking of waste transports
Vehicles transporting waste on public roads are identifiable by an orange A plate. The A sign obligation applies regardless of whether the waste is hazardous or not. Waste management companies must also mark waste transports on public roads in this way.
