If you regularly look after, restrain, anaesthetise, slaughter or kill animals on a professional or commercial basis, you must have the necessary knowledge and skills (expertise/Sachkunde). You can apply for the required certificate of competence at the competent authority. To do so, you must prove your expertise by passing an examination or by obtaining a qualification that is recognised as equivalent.
The certificate of competence lists the activities for which it is valid, the animal species and the type of equipment.

- Proof of having successfully passed the examination (original examination certificate)
- Proof (copy) of an equivalent qualification
For the issuance of the certificate of competence:
- a recent photograph (passport photo)
- Declaration that you have not committed any offences against animal welfare legislation in the last three years (ask/request the competent authority for the form)

The killing and stunning of vertebrates and related activities may only be carried out by persons who have the necessary knowledge and skills (expertise).
Requirements for a certificate of competence:
- successful theoretical and practical examination related to the animal categories and the stunning and killing procedure specified in the application, or equivalent qualifications
- no violations of animal welfare law in the last three years
for the issue of the certificate of competence: procedural fee (depending on expenditure) according to the scale of fees
- EUR 18.00 per quarter of an hour or part thereof
The application must be made in writing, either by means of a form provided by the authority or an informal application.
- Fill out the form completely or formulate your application for the certificate of competence and attach the required proof.
- Submit the application documents to your competent authority.
- The competent authority will examine your application and issue a certificate of competence for the animal categories and stunning and killing procedures for which you have been able to prove your competence.
- Finally, you will receive your certificate of competence by post or, if applicable, information on the rejection of your application.

If there are any changes to your information, please inform your competent authority of these changes.

Note: The certificate of competence is valid for an unlimited period. However, it can be withdrawn if you have violated conditions of the ordinance and facts indicate that this will continue to be the case in the future.
