Application for the ordering of traffic-regulating measures for public traffic areas in accordance with section 45(6) of the Road Traffic Regulations (Strassenverkejrsordnung/StVO)
(Construction) work in public road areas that affects normal traffic must be specially secured. Before you set up the work site, you must apply for a traffic regulation order.
Work sites that have an impact on road traffic must be secured, for example
- Excavations in the road space
- Road construction
- Work in the roadside area
- Mounting of scaffolding
- Storage of materials and site equipment
Before commencing work (hereinafter generally; construction work), the undertaking carrying out the work must obtain orders from the competent authority as to
- how the work sites are to be cordoned off and marked,
- whether and how traffic is to be restricted, directed and regulated, even in the case of partial road closures,
- whether and how closed roads and detours are to be marked
- the period for which the work site is approved.
Apply for special road use
For construction work in public road space, you also need a permit for this special use (see -> Further information) .

- Certificates for persons responsible for securing work sites on roads in accordance with the "Merkblatt über Rahmenbedingungen für erforderliche Fachkenntnisse zur Verkehrssicherung von Arbeitsstellen an Straßen" (MVAS 99)
The plans should contain
- the road section
- the traffic signs, traffic facilities and traffic installations already in place in the course of the section
- the type and extent of the work site
- the traffic signs and traffic installations necessary for marking the work site and for traffic guidance
- Information on which signs are to be placed after the end of work and on Sundays and public holidays
- where appropriate, details of who is to install and maintain the traffic facilities and installations
The measures required by traffic law to secure the work site must always be examined on a case-by-case basis.
Companies and traffic authorities have at their disposal the "Guidelines for securing work sites on roads (Richtlinien zur Sicherung von Arbeitsstellen an Straßen/RSA)" as well as standard plans for all possible securing measures.
Procedure costs

Costs for the ordered protection
Check during the construction planning phase which traffic safety measures are necessary and appropriate.
Depending on the regulations of the competent authority, you can apply for the traffic order with an informal letter, forms or online.
- Use the online application or forms if they are available in Amt24 (see -> Online application and forms).
- The road traffic authority examines the application and the documents submitted and consults the authorities to be involved (police and road construction authority).
- If necessary, a site visit takes place with all parties involved in order to agree on the necessary measures on site.
As a result, the necessary measures are ordered by the road traffic authority in writing to the construction company, which has to implement these measures.
Application for the order of the measures: as early as possible - at the latest 14 days before the start of the work
