Submission of a declaration of fulfilment for existing buildings in accordance with Section 92 (2) of the Building Energy Act (GEG) in conjunction with Section 2 of the Building Energy Ordinance (GebEnVO)
If you own a heated or cooled building and external components are renewed, replaced or installed for the first time or the building is extended or expanded, you must prove that the building fulfils the energy requirements of the Building Energy Act (GEG).
The Building Energy Act sets requirements for the energy properties of buildings, which must be verified by the owners of a heated or cooled building. Proof is provided by means of the declaration of fulfilment, which must be submitted to the responsible lower building supervisory authority before the building is put into use.

- The declaration of compliance must be issued by an authorised person.
- The issuer must have checked the fulfilment of the requirements of the Building Energy Act (GEG) and confirm compliance.
- You must enclose one or more energy performance certificates, calculations and, if applicable, an exemption notice with the declaration of fulfilment. At the request of the competent lower building supervisory authority, additional evidence may have to be submitted.
- Issuing the declaration of fulfilment: The issuer of the declaration of fulfilment can demand remuneration.

You can submit your declaration of fulfilment online (see-> Online application) or as a paper copy, depending on the regulations of the relevant competent authority.
Online application
To use the online service, you must be registered for a bundID account or for your company's My Company account.
- Follow the link above under -> Online application and log in on the start page via your bundID account or via your company's My Company Account.
- First select your role (authorised person or representative, owner) and, if necessary, invite other parties to process the online application.
- The majority of the attachments are submitted as PDF attachments, including the energy performance certificate and calculation documentation. The individual documents can be uploaded to the designated location in the online application using drag & drop.
- Once all mandatory fields have been filled in correctly at each point in the online application, the persons involved can sign off.
The signatures of the persons involved are replaced by secure identification and authentication via the bundID user account or the My Company Account user account.
Written Application
