Community cultivation and the controlled distribution of cannabis and propagation material in cultivation associations for personal consumption require authorisation from the competent authority.
Notes:
- The authorisation cannot be transferred to third parties.
- The licence may be revoked in whole or in part.
- The competent authority may refuse the licence, in particular in the event of circumstances pursuant to Section 12 of the Consumer Cannabis Act (KCanG).
You will find a detailed list of all required documents and evidence in the application form (see -> Forms and other offers). If necessary, the responsible office will request further documents from you.
- The persons authorised to represent the growers' association have unlimited legal capacity and possess the necessary reliability.
- The cultivation association guarantees protection against access by unauthorised third parties, in particular children and adolescents.
- Compliance with the other provisions of the Consumer Cannabis Act and the regulations issued on the basis thereof is guaranteed.
- The application details and supporting documents specified in the Act must be submitted in German.
- Procedural fee: EUR 750.00 to EUR 2,750
The fee is based on the actual work involved. It includes the document review and the on-site inspection including at least one individual application meeting.
Online service
Set up a service account in Amt24 and use it to log in to the service portal. Have electronic copies of the required documents ready.
- Follow the link to the online service(see -> Online application) and complete the data fields according to the instructions. You can save the information at any time and complete it at a later date.
- Upload the required documents(see -> Required documents).
- Once all the data fields have been filled in, complete the application and the data will be sent to the competent authority.
- The application details and supporting documents specified in the law must be submitted in German
- You will find the application confirmation in the inbox of your service account. You will receive a notification of incoming messages to your personal e-mail address.

- The responsible office will check your application.
- If all documents are complete, an on-site appointment will be arranged at the location of the cultivation area or delivery point.
- If the requirements for authorisation are met, you will receive a written notification within three months (after receipt of all required documents).
For the issue of the licence: 3 months after the documents are complete
The licence is limited to seven years (extension on application after at least 5 years).
The following changes occurring after the application for a licence must be notified immediately in writing or by e-mail:
- Changes to the information and evidence specified in the application
- Final conviction of a board member or authorised representative for the offences listed in Section 12 (2) No. 1 of the Consumer Cannabis Act
- Decisions, waivers and fines mentioned in § 149 (2) No. 1-3 of the Trade, Commerce and Industry Regulation Act
