The federal states of the Federal Republic of Germany have commissioned the ZAB with this task. The ZAB issues certificate assessments for higher education qualifications from all countries of the world.

A certificate evaluation is an official document issued by the Central Office for Foreign Education (ZAB).
The certificate evaluation is issued in the form of a certificate. It states the level of the German educational qualification to which your foreign qualification is comparable.
It also informs you of the options you have for continuing your studies.
The ZAB only issues a certificate for completed higher education courses.
The certificate assessment is only a comparative classification. It does not replace recognition.
The recognition procedure only applies to higher education qualifications for regulated professions, i.e. access to the profession and the practice of the profession are bound by legal and administrative regulations to proof of a specific qualification or the professional title is protected by law.
With the ZAB certificate, you can prove to the university that you have a university degree. Ultimately, however, it is the university that decides whether you are admitted to the course.
The documents required by the ZAB to process your application depend, among other things, on the country in which the degree to be assessed was obtained. Please use the ZAB's "Preliminary check" for this purpose:
You submit an application online to the Central Office for Foreign Education (ZAB). Please refer to the application instructions on the ZAB website.
An account must be created on the ZAB website for the application. The documents listed in the "Pre-check" must be scanned and saved as PDF files. Complete the online application and upload your documents. After submitting the application, the fees can be paid directly online. As soon as the completed certificate evaluation is ready for download, you will receive a message from the ZAB and will also be informed by e-mail.
The processing time for the certificate evaluation is usually 3 months. This period begins after receipt of payment and when the ZAB has received all the necessary documents for the certificate evaluation. If the documents for your application for a certificate assessment are not complete, you will be contacted.
The processing time is shortened for applications for an EU Blue Card or in the accelerated skilled worker procedure.

The assessment of foreign university degrees serves as information on which German degree the foreign university degree is comparable to. If you have a degree from a foreign university and would like to continue your studies in Germany, an assessment of the foreign degree by the Central Office for Foreign Education (ZAB) is usually necessary. The documents are checked via the uni-assist platform. After a successful examination, uni-assist issues a preliminary examination document which can be used to apply to Saarland University.
If you apply to study at a state university in Saarland with foreign certificates, the respective university will check whether you meet the necessary requirements. If you are applying to study at a private university, a state-recognized vocational academy or a university of applied sciences with foreign certificates, the Saarland Ministry of Finance and Science will assess your higher education entrance qualification.
