§ 12 Licensing regulations for doctors (ÄApprO 2002)

Have you started studying medicine abroad or have you already completed coursework in a related degree program in Germany or abroad? If so, these can be credited towards a medical degree in Germany.

If you have already started studying medicine abroad and would now like to continue your studies at a German university, you can have the periods of study and academic achievements recognized. If you have started a related course of study in Germany or abroad, you can also have this recognized. In this case, it will be checked in advance whether your studies are comparable to a medical degree course.

You can only have a complete transcript of records recognized. Partial credits will not be recognized.

If you have studied medicine in Germany, you do not need to apply for recognition.

If you have already started studying medicine abroad and would now like to continue your studies at a German university, you can have the periods of study and academic achievements recognized. If you have started a related course of study in Germany or abroad, you can also have this recognized. • Proof of university entrance qualification (e.g. Abitur certificate)
• Certificate of enrolment or letter of admission from the Foundation for University Admissions (formerly ZVS)
  • or birth certificate - if there is no matriculation or admission for medicine, but the place of birth is in Saarland
• All enrolment or study progress certificates from your previous studies
• Transcript of records with all transcripts or certificates of the degree program to be credited
• Certificate(s) of equivalence (a certificate that your studies are comparable to medical studies) from the university lecturer responsible for the relevant medical subject

Study abroad:

• Completed application for recognition of periods of study / academic achievements

The following original documents:

• Certificate of enrolment or letter of admission from the Foundation for University Admissions
  • or birth certificate - if there is no matriculation or admission for medicine, but the place of birth is in Saarland
• curriculum vitae
• Transcript of records with all transcripts of records (certificates) or certificates of the studies to be credited
  • Proof of academic achievements or periods of study completed abroad must be provided by submitting the original foreign certificates together with translations into German by a sworn interpreter.
• Proof of higher education entrance qualification (e.g. Abitur certificate)

The study and examination achievements to be credited are equivalent to the medical studies according to the licensing regulations for doctors. Equivalence exists if the completed course corresponds in terms of time and content to a course prescribed in accordance with Annex 1 to Section 2 (1) sentence 2 ÄApprO or Section 27 ÄApprO.

Crediting is subject to a fee. The amount of the fee depends on the number of services to be credited.

You can apply for recognition of study periods and achievements in writing using a form from the Central Office for Health Professions / State Examination Office for Health Professions:

• Download the form online and print it out.
• Complete the form and add the necessary supporting documents.
• Submit the application documents to the relevant state examination office.
• You will then receive the recognition decision by post or, if applicable, information about the rejection of your application.

• Appeal against the imputation or rejection notice
• A reasoned objection can be lodged within the legally stipulated period. The deadline is one month after receipt of the rejection or after you have taken note of it.
• If the objection is not upheld, a complaint can be lodged with the competent administrative court.
