Handling animal by-products, animal carcasses and animal products that are not intended for human consumption.

Animal by-products are all residues from animals that are not suitable for human consumption and other products obtained from animals that are no longer intended for human consumption.

Animal by-products are mainly generated during the slaughter of animals, during the production of products of animal origin (e.g. dairy products), during the disposal of dead animals and in the course of disease control. Regardless of their source, they pose a potential risk to human and animal health and to the environment. This risk must be appropriately limited by either safely disposing of such products or using them for other purposes under strict conditions that reduce the health risks concerned.

Animal by-products must be classified into three specific risk categories according to the degree of risk they pose to human and animal health, and must therefore be processed or disposed of differently.

  • Category 1 material has the highest risk level. This category includes, for example, animal carcasses from pets and zoo animals, laboratory animals or wild animals suffering from epidemics. Specified risk material (e.g. brain, spinal cord) from ruminants is also classified here.
  • Category 2 material has a medium risk level. This includes, for example, dead animals from farms (e.g. fallen stock and equidae).
  • Category 3 material has the lowest risk level. For example, slaughterhouse waste from animals that showed no signs of disease or food waste.

Animal by-products cannot be returned to the food chain. Category 3 material can be used as animal feed if certain requirements are met. In order to ensure traceability and safe handling, the material may only be stored, transported, processed and traded by registered or approved businesses.

If operators are involved in any of the stages of production, transport, handling, processing, storage, placing on the market, distribution, use or disposal of animal by-products and derived products, this must be notified to the LAV for officialregistration in accordance with Article 23(1) of Regulation (EC) No 1069/2009 before the activity commences

In addition, certain activities are subject toauthorization in accordance with Article 24 of Regulation (EC) No. 1069/2009:

  • Processing of animal by-products by pressure sterilization, by processing methods referred to in point (b) of the first subparagraph of Article 15(1) or approved alternative methods referred to in Article 20
  • disposal as waste by incineration of animal by-products and derived products, except in relation to establishments or plants licensed in accordance with Directive 2000/76/EC
  • disposal or recovery of animal by-products and derived products, if they are waste, by co-incineration, except in relation to establishments or plants licensed in accordance with Directive 2000/76/EC
  • Use of animal by-products and derived products as fuel
  • Production of pet food
  • Production of organic fertilizers and soil improvers
  • Conversion of animal by-products and derived products into biogas or compost
  • Treatment of animal by-products after collection, in the form of operations such as sorting, cutting, chilling, freezing, salting, removal of hides and skins or specified risk material
  • Storage of animal by-products
  • Storage of derived products that
    • are to be disposed of by landfilling or incineration or recycled or disposed of by co-incineration,
    • to be used as fuel,
    • for use as animal feed, except for plants or establishments approved or registered in accordance with Regulation (EC) No 183/2005,
    • used as organic fertilizers and soil improvers, except for storage at the place of direct application.

Voraussetzungen

The requirements for registration or approval vary depending on several factors, such as the category and origin of the material. An activity requiring authorization can only take place after an on-site inspection has been carried out.

  • The utilization of animal by-products is closely linked to animal disease control. In order to protect humans, animals and the environment, animal carcasses and animal products that are not intended for human consumption must be disposed of safely.
  • The processing or disposal can be commissioned by the competent authority to a company that operates collection points, processes material and collects material for a fee. Information on this can be found on the website of the local competent veterinary office.
