If you wish to trade in livestock commercially, transport it or operate an assembly center, you must submit the application to the State Office for Consumer Protection.

If you

• trade in livestock on a commercial basis or
• transport livestock commercially or as part of the division of labor in livestock production or
• want to operate an assembly center,

you must notify the competent authority. If you operate an assembly center, the location of the assembly center must also be specified. Changes must also be reported immediately.

• The notification must contain the following information:
  • name and address
  • in the case of the operation of a collection point: the location of the collection point
• Personal documents
• Operational documents

• You must apply for approval before starting operations.
• Your facilities must be suitable for the proper unloading and welfare of the animals and be easy to clean and disinfect.
• Stables must be equipped with liquid-impermeable floors and smooth walls, and there must be facilities for storing bedding and manure.
• There must be facilities for restraining, monitoring and isolating animals, particularly in the case of infectious diseases.
• Transport vehicles must have a suitable place for washing and a disinfection facility, unless third-party cleaning is proven.
• Facilities for cleaning and disinfecting hands and footwear and, if necessary, a room for the official veterinarian must be available.
• You must provide a written or electronic cleaning and disinfection plan for transport vehicles and stables.
• All traffic routes on the premises must be paved and disinfectable, with monitored entrances and exits.
• Animals may only be handled and transported if they show no signs of communicable diseases, unless they are destined for authorized killing.
• Regular training of staff in handling animals is required.
• Breeding and farm animals must not be transported together with animals for slaughter or different animal species.
• Establishments that trade animals across national borders must meet further approval requirements in accordance with Article 94 of Regulation 2016/429 in order to obtain an authorization for cross-border transport.

Fees are charged in accordance with the Saarland scale of costs and fees. Detailed information can be obtained from the responsible office.

• Submit your notification to the competent veterinary office.
• Submit the required documents, which will first be checked for formal completeness.
• Once you have registered your activity, you can carry it out commercially.

Once you have submitted all documents in full, the responsible office will process them promptly.

The processing time depends on the type and scope of the required health certificate. The application must be submitted several weeks in advance
