Would you like to occasionally offer goods for immediate sale at events such as trade fairs, exhibitions, public festivals or on special occasions? If so, you need a permit from the competent authority and do not require a traveling trade card.
You require a permit if you wish to offer goods for immediate sale at a trade fair or exhibition, a public festival (e.g. community festival, shooting festival, etc.) or as part of another special event. You must apply for the permit from the competent authority.
If you are already in possession of a traveling trade license that entitles you to offer certain or all goods for sale, this is sufficient. In this case, you no longer require an additional permit to sell at the aforementioned events. This also applies if you are exempt from a traveling trade license for other reasons (§ 55a para. 1 no. 2-10 of the Trade Regulation Act (GewO) and § 55b para. 1 of the Trade Regulation Act (GewO).
After applying for a permit, the competent authority will decide whether to approve your application to offer the goods for sale. The competent authority issues the permit for a specific location and for a specific event, i.e. for a limited period of time. The permit is not transferable. It does not replace any other permits and approvals that may have to be obtained from other authorities (e.g. permits under road or traffic law - special use permit). The sale of the goods you wish to offer must not be prohibited in the traveling trade.

You wish to offer goods (not services) for sale at a specific event or on a specific occasion. The goods you wish to offer for sale (hand selling) must not be prohibited in the itinerant trade. For example, precious metals, precious stones and alcohol are prohibited - with certain exceptions from Section 56 (1) No. 2 a of the Trade Regulation Act (GewO).
You offer the goods at the event itself, or at least on the fringes of the event in question. There must therefore be a temporal and spatial connection to the event (e.g. on the forecourt or access roads).
The fees for a permit to offer goods for sale occasionally at trade fairs, exhibitions, etc. (§ 55a Para. 1 No. 1 GewO) are currently between 5.10 and 51 euros.

The administrative fees are set in accordance with the Act on the Levying of Administrative and User Fees in the Saarland (SaarlGebG) in conjunction with the General Fee Schedule for the Saarland (GebVerz) (here: Section 601.9).
In the event of rejection:
If an application to carry out an official act is withdrawn before it is completed, up to 75 percent of the full fee is payable, depending on the expenses already incurred (Section 9 (2) SaarlGebG).

Permission must be granted before the date of the event, so it is necessary to apply in good time.

- If the following goods are to be offered for sale at events of this type, no permit is required (as a permit or exemption already exists on another basis):
- home-grown products from agriculture and forestry, vegetable growing, fruit growing and horticulture, poultry farming and beekeeping as well as hunting and fishing,
- goods at the place of residence of the trader or in the municipality of his commercial establishment, provided the municipality has no more than 10,000 inhabitants,
- Goods that are sold on the basis of a permit in accordance with the Milk and Margarine Act (Milch- und Margarinegesetz) or, in the case of this activity, milk products,
- foodstuffs or other everyday consumer goods that are sold at regular, shorter intervals from a non-fixed sales outlet or another establishment at the same location,
- printed works offered for sale on public paths, streets, squares or other public places
- goods covered by a designated event in accordance with Title IV of the Industrial Code.
- Exemption from the travel trade license requirement only applies if the competent authority has granted permission - i.e. not by law.
