The establishment of a secondary branch as an authorized inspector or fire safety expert in Saarland requires approval from the supreme building supervisory authority as the recognition authority. The application must be accompanied by the evidence required for the approval, in particular information on the personal responsibility of the activity in the secondary branch, on the employees who are to be involved in the inspection activity and on ensuring the supervision of proper construction work. Approval must be refused if there are concerns about the proper execution of tasks due to the number of employees who are to be involved in the inspection activity, the distance between the branches or for other reasons. If the second branch office is located in another country, the recognition authority shall decide in agreement with the recognition authority of the other country.

You will need the following documents to process the application:

1. Identity document,
2. Certificate of good conduct for submission to an authority (document type O or P) or an equivalent document from a member state of the European Union, which should not be older than three months,
3. Other documents.

Recognition as an authorized inspector or inspection expert for stability in Saarland.

Pursuant to Section 1 (1) of the Act on the Levying of Administrative and User Fees (SaarlGebG), fees are to be levied for, among other things, official acts of the administrative authorities of the state, insofar as the official acts are listed in the General List of Fees or in a special list of fees. Official acts within the meaning of the Fees Act also include administrative activities (Section 1 (1) sentence 2 SaarlGebG). According to the schedule of fees attached to the Ordinance on the Issuance of a Special Schedule of Fees for the Building Supervisory Authorities of the Saarland and for Official Acts of the Authorized District Chimney Sweeps in accordance with the State Building Regulations (GebVerzBauaufsicht) (here: fee item 34.4), other official acts in connection with items 34.1. to 34.3. are subject to a fee.

Fees for refusal: 50 euros to 500 euros

The application for approval to establish a second branch must be submitted to the recognition authority for test engineers and test experts for stability.

Approval by official notice, possibly with the consent of another country if the requested secondary establishment is located in that country.

The duration of the procedure depends on a possible declaration of agreement by the recognition authority of another country and usually takes no longer than 8 weeks after the documents are complete.
