With the partial building permit, you can start construction work on building sections before the building permit is issued.
You require planning permission for the construction, modification and change of use of buildings.
You may only start building once you have received planning permission.
If you have already submitted a complete building application and a final decision has not yet been made, you can obtain a partial building permit.
A partial building permit allows you to start construction work on the excavation pit and on individual components or construction phases before the building permit has been issued. Once you have received the partial building permit, you may start building the part of the overall project covered by the partial building permit.

Surcharge of 10 % on the building permit fee
You can apply for a partial permit for the construction of an installation electronically via the online service or in writing in paper form.
Proceed as follows when using the online service:
- Log in with your user account. You need a BundID account to submit an application as a private individual. If you are applying on behalf of an organization (company, public authority, etc.), you will need a "My company account".
- Complete the online form.
- Add the required building documents.
- Submit the application documents to the responsible lower building supervisory authority.
- If necessary, the lower building supervisory authority will ask you to pay the fees in advance.
- Make the advance payment.
- If documents are missing or there are other ambiguities, you will be asked to rectify these.
- In this case, submit the missing or amended documents and/or the clarification.
- The lower building supervisory authority will review your application and involve the relevant authorities whose participation or consultation is required.
- You will then receive the building permit and a notification of fees.
- You pay the fees.
Additional requirements may be imposed in the building permit for the parts of the building project that have already been started if the further examination of the building documents in the building permit procedure shows that the additional requirements are necessary for reasons of public safety or order.
All information in the application must be correct and complete, as incorrect information can result in the construction being stopped, the permit being revoked and fines being imposed.
A partial building permit does not guarantee subsequent overall approval, which is why only construction phases that are not likely to be subject to change should be started.
- After submitting a building application, a partial building permit for the excavation of the building pit, the construction of individual components or construction phases can be applied for in writing to the lower building supervisory authority.
- Once the partial building permit has been received, construction can begin on the part of the overall project covered by the partial building permit.
