The task of spatial planning is sustainable and regionally equivalent spatial development.

The task of state and regional planning (spatial planning) is to coordinate the different uses of the area, e.g. for housing, commerce, transport, infrastructure, recreation or nature and the environment, and to minimize potential conflicts in land use planning.

State and regional planning instruments include in particular

• the preparation and amendment of spatial development plans (state development plan and regional plans),
• state planning statements on urban land-use planning (land-use plans and development plans) of towns and municipalities,
• the coordination of spatially significant plans and measures (spatial planning procedures, spatial planning coordination procedures) and
• the support of cooperation processes.

The Schleswig-Holstein State Development Plan sets out the objectives and principles of spatial planning that apply to the entire state, including the coastal waters. The applicable plan is the Schleswig-Holstein State Development Plan - Update 2021, which came into force on December 17, 2021. In 2024, partial updates of the state development plan on the topics of "Housing development framework" and "Onshore wind energy" were initiated.

The regional plans specify the requirements of the state development plan and take into account the regional characteristics of the planning areas. There are currently five regional plans in force. The regional plans for the three new planning areas are currently being drawn up.
