The Schleswig-Holstein state parliament has set up a petitions committee to deal with petitions (requests and complaints from citizens).

Article 17 of the Basic Law grants everyone the right to address requests and complaints in writing to the competent authorities and to the parliament, either individually or jointly with others.

The Schleswig-Holstein state parliament has set up the Petitions Committee to deal with requests and complaints - petitions - in order to safeguard rights vis-à-vis state authorities. This committee also has the task of hearing the representatives of popular initiatives in accordance with Article 41 of the state constitution.

The Petitions Committee sees itself as an advocate against injustice, discrimination and unequal treatment by state authorities.

Petitions can be submitted directly to the state parliament as an impetus to monitor the administration and make suggestions for legislation. The petition is an out-of-court legal remedy that can be used at any time, and not only if no other legal remedy has been found.

This depends on the individual case and is at the discretion of those who contact the Petitions Committee (petitioners). It is advisable to enclose a copy of the contested administrative decision or notice with the petition.

None - but the procedure before the Petitions Committee has no suspensive effect and cannot replace the legal remedies and appeals permitted against official decisions, such as objections and legal action. The applicable deadlines must be observed independently of the petition procedure.

The Petitions Committee cannot examine court decisions or private law matters.
