Homeless are people who have no fixed abode and no shelter. They spend the night in public spaces such as parks, gardens or subway stations.

The essential task of homeless assistance is to help people in particularly difficult social situations, financial emergencies or housing issues. Comprehensive counseling, personal assistance, financial support and help in social institutions are provided.
Homeless people are all those who do not have housing secured by a rental contract. They live, for example, in an emergency shelter, an inpatient facility of homeless assistance or stay overnight in a municipal facility.
To prevent an acute threat of losing a home, for example, rent debts can be taken over, depending on the individual case.
If the apartment has already been lost (acute homelessness), for example, a place in an emergency shelter can be granted first. The goal, however, is to help find a place to live. In individual cases, for example, the deposit, a security deposit or the broker's commission can be pre-financed. Financial aid is usually granted in the form of a loan.
Financial assistance is generally available to homeless people who are basically fit for work under Book II of the Social Code (SGB II).
People who are not capable of working are entitled to benefits under the Twelfth Book of the Social Code (SGB XII).
In addition, SGB XII provides, among other things, in the assistance to overcome special difficulties, which is to be made possible in particular through counseling in the case of homelessness or homelessness or after release from prison through targeted assistance to overcome the difficulties and an integration into social life. The aim of the assistance is also to prevent the situation from worsening for those affected.
For example:
- Identity card, passport or other documents that can identify the person beyond any doubt
- for foreign nationals: Proof of legal residence in Germany
- Income documents such as wage or salary slips, notices of unemployment benefit I, unemployment benefit II, pension, social welfare (assistance for living, basic security in old age and in case of reduced earning capacity)
- Proof of financial circumstances
- Documents on existing debt and maintenance obligations
- in case of acute homelessness additionally: suitable documents showing acute homelessness such as court order, proof of loss of accommodation, if applicable certificate of imprisonment and enforcement sheet (in case of homeless prisoners released from prison).
- if the loss of housing is imminent additionally: documents showing the imminent loss of housing such as notice of termination, eviction action, eviction date
- Rental agreement
- proof of payment regarding current rent such as bank statement
- if an apartment is required additionally: documents showing the necessity of the change of apartment such as notice of termination, medical certificates, rental agreement of the previous apartment
The decision regarding the documents to be submitted is made by the responsible social welfare agency. It results from the concrete individual case.
These include, for example:
- Imminent loss of the apartment due to rent arrears,
- reminder within the scope of the tenancy by the landlord,
- Termination of the apartment by the landlord,
- Eviction action has been filed or an eviction date has already been set,
- already homeless and unable to obtain housing, or
- released from prison and homeless
- Homelessness
- no possibilities of help for self-help
Depending on the individual case; usually immediate application for assistance by the affected citizen is necessary to prevent homelessness or to end homelessness.
Benefits according to SGB II require an application. Benefits according to SGB XII are regularly taken over by the responsible social welfare agency as soon as the emergency situation is known.
Information can be obtained from the responsible job center in the district or city, or from the local social welfare agency.
