An additional permit (driving license for passenger transport) is required if you drive an ambulance if passengers are transported in the vehicle for a fee or for business purposes, or if you drive a motor vehicle if passengers are transported in the vehicle and a permit is required for this transport in accordance with the Passenger Transport Act.

If you wish to drive cabs, hire cars, ambulances for the paid transportation of passengers or drive passenger vehicles on scheduled services and for excursions and vacation destination trips, you will need a separate passenger transport driving license in addition to your driving license. The driving license for passenger transport is issued for a period of no more than five years. It can be extended for up to five years at the holder's request if he/she can prove his/her mental and physical aptitude in accordance with Section 11 (9) FeV in conjunction with Annex 5 to the FeV by means of an expert opinion when the license is first issued. The expert opinion must be provided in accordance with the principles set out in Annex 4a FeV by submitting a company or occupational medical report in accordance with Section 11 (2) sentence 3 no. 3 FeV or an expert opinion from an officially recognized assessment body for driving aptitude. The expert opinion does not have to be repeated for every five-year extension of the driving license. For extensions beyond the age of 60, a current company or occupational medical report or an expert opinion from an officially recognized assessment body for driving fitness must be provided. Furthermore, he must prove that he meets the requirements for eyesight in accordance with § 12 Paragraph 6 FeV in conjunction with Annex 6 Number 2 to the FeV and that there is nothing against him that indicates that he does not meet the special responsibility of transporting passengers (by submitting a certificate of good conduct and information from the driving aptitude register). Likewise, there must be no fines for violations of the BOKraft or the Passenger Transportation Act.

A driving license for passenger transport, on the other hand, is not required for

  • ambulances of the Federal Armed Forces, the Federal Border Guard, the police and for troops and civilian entourages of other NATO member states
  • Civil protection ambulances if they are used for this purpose
  • ambulances of fire departments and rescue services recognized under state law
  • motor vehicles, with the exception of cabs or hire cars, if the driver is in possession of category D or D1
  • Transportation listed in the exemption regulation.

Erforderliche Unterlagen

  • Valid identity card or valid passport with current registration certificate,
  • Proof of previous domestic driving license (driver's license); if necessary, an application must be made to exchange it for an EU driving license
  • Proof that the applicant has been in possession of an EU or EEA category B driving license or a corresponding foreign driving license for at least two years - or for at least one year if the driving license is restricted to ambulances - or has been in possession of such a license within the last five years,
  • a certificate of the applicant's medical examination; general practitioners usually have the relevant form available,
  • a current certificate or a current report on the applicant's ophthalmologic examination; ophthalmologists usually have the corresponding form available,
  • if the driving license for passenger transport is extended beyond the age of 60, additional submission of a company or occupational medical report or an expert opinion from an officially recognized assessment body for driving fitness with regard to the applicant's ability to cope with stress, orientation, concentration, attention and responsiveness,
  • if the driver's license for passenger transport is to be valid for ambulances, additional proof of the applicant's participation in first aid training,
  • current certificate of good conduct of document type "0" (official certificate of good conduct, which can be requested from the Federal Office of Justice via the municipality of residence. A private certificate of good conduct is not sufficient.

Voraussetzungen

You have held the EU or EEA driving license required for driving the vehicle for at least two years or a corresponding foreign driving license or have held one in the last five years. If the driving license is restricted to ambulances, you have been in possession of the driving license required for driving the vehicle for at least one year.

You are at least 21 years old. If your driving license is restricted to passenger transport for ambulances, you must be at least 19 years old.

You already have a certificate of good conduct or have applied for one.

You have a medical certificate confirming your mental and physical fitness.

You have a certificate from an ophthalmologist confirming your eyesight.

You have an EU or EEA category B driving license or an equivalent driving license.

If the permit is to be valid for ambulances, proof of your participation in first aid training is available.

If you are to be licensed to drive cabs, you must provide proof that you have the necessary local knowledge in the area in which transportation is compulsory or at the location of the registered office.

Kosten

Fees and expenses are incurred, the amount of which is based on the administrative costs, which are set out in the scale of fees for road traffic measures and are determined by the driving license authority. Please contact the competent authority.

This does not include the costs for the extract from the Federal Central Criminal Register and for medical certificates or expert opinions.

Verfahrensablauf

Responsibility lies with the district, the independent city or the large city belonging to the district in which you have your place of residence. You must appear in person at the local driving license authority, as signatures are required. It is not possible to apply through a representative. The driving license authority will check your points status with the Federal Motor Transport Authority (KBA). If you meet all the requirements, the driving license authority will issue you with a driving license for passenger transport for a period of no more than five years.
