If a company wants to market a movie, DVD, Blu-ray or computer game on a carrier medium and thus put it on sale to the public, it must go through the USK or FSK review process.
If a company wishes to market a cinema film, DVD or Blu-ray or a computer game on a carrier medium and thus put it on sale to the public, they must go through the review process with the USK or FSK.
Once the films and computer games have been appropriately age-rated, they may only be made available to children and young people in accordance with their age rating. The Federal Review Board for Media Harmful to Young Persons (BPjM) can index films, games, books and websites if they contain content that is harmful to young people. This is intended to prevent children and young people from gaining access to these media. Indexing by the BPjM includes advertising and marketing restrictions.
Telemedia is not subject to review by the USK and FSK. Telemedia includes all online offerings that can be accessed on the Internet, telebanking, e-mails, teleshopping, video streaming or video on demand, downloading computer games, teletext, radio text, etc.
The core task of the Commission for the Protection of Minors in the Media (KJM) is to review and assess telemedia offerings with regard to the protection of minors. In accordance with the Interstate Treaty on the Protection of Minors in the Media (JMStV), it is responsible for the supervision of private broadcasting and telemedia providers based in Germany.
The age rating of films and computer games is determined by the self-regulation system before the game or film is published and distributed.
