Cultural projects in Mecklenburg-Vorpommern can be funded by the state under certain conditions.
Purpose of the grant
Funding is provided for the preservation and development of art and culture in Mecklenburg-Vorpommern. Funding is provided for basic cultural projects as well as projects of supra-regional or state-wide significance and other outstanding projects.
Object of the grant
As part of the basic provision of cultural services, cultural projects of libraries, music and youth art schools as well as socio-cultural institutions and projects of literature houses can be funded.
Projects of supra-regional or state-wide significance and other outstanding art and culture projects in Mecklenburg-Vorpommern in the fields of archives, libraries, visual arts, performing arts, local history, Low German language and cultural work, cultural heritage, literature, museums and exhibitions, music, socioculture, networking and cultural youth education are also eligible for funding.
In addition, there are funding opportunities within the framework of an investment program according to annually defined investment priorities as well as within the framework of the state program "Meine Heimat - Mein modernes Mecklenburg-Vorpommern" and the state program for the preservation of written and audiovisual cultural assets.
Beneficiaries
Cultural institutions organized under public and private law and natural persons.
Type and scope, amount of the grant
As a rule, non-repayable grants are awarded as project funding of up to
70 percent of the total eligible expenditure.
Grants of up to EUR 50,000 are generally provided in the form of fixed-amount funding, beyond that in the form of pro rata funding.
There are special regulations for individual funding areas.

Exceptions:
Special application forms are available on the government portal(cultural funding applications) for grants for teaching staff at music schools and for media purchases by libraries.
Cultural funding is based on a three-pillar model:
- Pillar 1: Basic cultural services, for example libraries, music and youth art schools, literature houses
- Pillar 2: Projects of supra-regional or state-wide importance, for example projects of state associations or state-wide networks
- Pillar 3: other outstanding projects, as well as projects within the framework of state programs in the cultural sector
Further requirements are:
- The project has a spatial or content-related connection to Mecklenburg-Vorpommern.
- The project is of state-wide or special artistic or cultural-political significance.
- There is a considerable state interest.
- The project may not be started before receipt of the application (postmark).
Grants will only be approved for projects
- which take into account the equal participation of women and men,
- which take into account the requirements of the State Disability Equality Act and equal participation in society (inclusion),
- are compatible with democratic principles,
- which are carried out in Mecklenburg-Vorpommern or whose applicants have a branch or place of business in Mecklenburg-Vorpommern,
- in the implementation of which at least the statutory minimum wage is paid or the minimum fee standards are complied with,
- in which the funding recipients make an appropriate contribution to the financing,
- in which the municipalities/districts or third parties contribute as much as possible to the financing of the project.

Approval:
Following the announcement of approval, the grant notification will be issued once all information and documents have been submitted.
Disbursement of funds:
You can request the funds as soon as the grant notification becomes final and the funds are used within the next six months. The grant notification becomes final one month after delivery if you do not file a complaint. You can accelerate the date on which the decision becomes final by not lodging an appeal.
Proof of use:
After completion of the project, you must provide proof that the grant received was used properly and for the intended purpose. All income and expenditure for the project must be documented. Further details can be found in the grant notification.
Reclaim:
If funds disbursed were not used properly and for the intended purpose for the project, they must be repaid.
You will be asked to make a statement before the funds are reclaimed.
Conclusion of the procedure:
At the end of the procedure, a final decision is issued for partial and full funding, in which the amount of the grant is finally determined. In the case of fixed-amount funding, you will receive a final notification. You can destroy the documents relating to the project and the proof of use after a further five years if you do not need them for other reasons (verification obligations, tax, etc.).
The grant notifications are usually issued between March and June of the funding year.
Applications should be received by October 1 of the previous year.
Funding is generally granted within the framework of a funding year. Projects lasting longer than one year are possible.
The deadlines applicable in individual cases and the approval period are specified in the grant notification.
There is no legal entitlement to funding. The legality of the procedure can be reviewed in court by filing an action with the competent administrative court. The action must be filed within one month of receipt of the decision.
