In M-V, waterways other than federal waterways may predominantly only be navigated with motor-powered watercraft. In most cases, motor vehicles may only be used on non-navigable waterways with a permit from the water authorities.
Navigable - i.e. intended for shipping - are the federal waterways and the waters declared navigable by the state in accordance with Section 2 (1) of the Water Transport and Port Safety Act (WVHaSiG). These may be navigated by watercraft, including motorized vessels, in compliance with the provisions of shipping and traffic law.
The non-navigable waters may be used by anyone for traffic in accordance with Section 3 WVHaSiG, provided that this law or other legal provisions do not contain any restrictions. The State Water Act (LWaG) or ordinances on the designation of nature or landscape conservation areas are such "other legal provisions".
§ Section 21 (1) LWaG restricts the use of waters for public use to "small vessels without motor power" and to small watercraft that are operated with electric motor power, have an engine power of no more than one kilowatt and a water displacement of no more than 1500 kilograms and reach a maximum speed of six kilometers per hour. In the latter case (small electric motorboats), however, this only applies if the driver has a valid fishing license and a fishing permit for the body of water to be navigated. Public use is possible without a permit.
Navigating non-navigable waters with motorized watercraft does not constitute public use. This behavior is subject to approval in accordance with § 21 Paragraph 7 LWaG. Authorization may be granted to an individual applicant or by general decree and is at the discretion of the competent authority. The approval is revocable and can be limited in time. The authority must check, among other things, whether water law or nature conservation law concerns conflict with the approval. The approval of a traffic according to § 21 LWaG does not obligate the establishment and maintenance of a navigable state of the waterway.
An application is required that includes information on the watercraft. Further details of the application documents must be obtained in advance from the lower water authority in the district or independent city.
Details must be agreed with the responsible lower water authority, as the general conditions at the individual water bodies may vary considerably.
Find out from the lower water authority in your district or city whether you need to apply for a permit.
If an approval is required, the lower water authority will inform you about the application and the further procedure.

- In Mecklenburg-Vorpommern, only a few very short stretches of water beyond the federal waterways have currently been designated as navigable.
- Other bodies of water may be navigated with small watercraft such as paddle boats or canoes that are operated without motor power, provided this is not prohibited or restricted for reasons of nature conservation or water law.
- Persons with a valid fishing license and fishing permit for the water in question may also use small watercraft powered by an electric motor (engine power max. 1 kW, displacement of the boat max. 1500 kg and speed max. 6 km/h) to navigate above-ground waters without a permit. Navigating non-navigable waters with other motor-driven watercraft (i.e. with combustion engines or electric motors with a power output of > 1 kW) does not constitute public use and requires official authorization.
The district administrators of the administrative districts or the mayors of the independent cities are responsible for approval.
